Accordingly, the delegation of Thailand supported the efforts of the Special Committee to prepare an acceptable set of basic conditions and criteria for the introduction and implementation of sanctions and other coercive measures.

The revised working paper by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", which took account of comments and proposals by other Member States, including that by the Libyan Arab Jamahiriya, constituted a useful basis for the Special Committee's consideration of the issue.
Viet Nam strongly supported the revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
The revised working paper submittedby the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", reproduced in paragraph 70 of the report of the Special Committee for 2004,12 was referred to in the general exchange of views held at the 251st meeting of the Special Committee, on 7 February 2007.
During the period under review,the Security Council, acting under Chapter VII of the Charter, urged regional arrangements in several of its decisions to assist with the implementation of sanctions and other Chapter VII measures.
As concerned the proposal of the Russian Federation on basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures, although the working paper was a useful basis for further consideration, the European Union believed that the issues addressed would be better discussed in forums other than the Special Committee.
A related topic discussed by the Special Committee was the working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
Regarding the maintenance of international peace and security, the proposal of the Russian Federation for a declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures provided a useful basis for further consideration of the topic, although it was essential to obtain the broadest possible agreement among Member States.
It was regrettable that although some constructive proposals had been put forward, the Special Committee had achieved little progress on the adoption of the revised working paper submitted bythe Russian Federation and entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
In that regard, the revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", was of great importance and should be taken into account in the future work of the Committee on the topic.
Recalling that his country had submitted proposals on two subjects to which it attached great importance, namely sanctions and the maintenance of international peace and security, he also expressed the hope that, during the current session, the General Assembly would take action concerning the conditions and criteria for the introduction and implementation of sanctions and other coercive measures.
His delegation supported the revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", which had been sufficiently considered and should be finalized prior to submission to the General Assembly.
The sponsor delegation recalled that the Special Committee had considered the revised working paper at its previous sessions, in 2002 and 2003, and that some central elements of the proposal were also contained in the proposal bythe Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" see sect. B above.
Further consideration should also be given to the revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" and the revised working paper submitted by the Libyan Arab Jamahiriya on the strengthening of certain principles concerning the impact and application of sanctions. .
The comments in paragraphs 17 and 18 above were also made by some delegations in relation to the proposalby the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" see sect. B below.
The revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" deserved serious consideration even though it was silent on the issue of illegal and unilateral sanctions imposed outside the authority of the United Nations by powerful countries in clear violation of the Charter of the United Nations.
Japan appreciated the efforts made by the Russian Federation at that session with regard to the revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" and hoped that further progress would be made on that issue.
Consequently, Algeria endorsed the working paper submitted by the Russian Federation on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures which incorporated two of the principles stated in the Libyan Arab Jamahiriya's document on the strengthening of some principles relating to the effects and application of sanctions. .
During the general exchange of views held at the 245th meeting of the Special Committee, the Russian Federation referred toits revised working paper, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" A/AC.182/L.114/Rev.1.
The sponsor delegation reiterated that the proposalby the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures"(see sect. B above), shared two of the three central elements of its own proposal and that the third element was under consideration by the International Law Commission in its work on the topic"Responsibility of international organizations.
The African Group welcomed the Russian Federation's flexibility regarding the final form of the revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" and supported the idea of annexing it to a General Assembly resolution.
The revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" constituted a useful basis for further discussion in that regard.
Belarus favoured the rapid achievement of consensus regarding the revised working paper submitted by the Russian Federation on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures, which could be adopted in the form of either a declaration or an addendum to a General Assembly resolution.
On the question of the basic conditions and criteria for the application of sanctions, his delegation believed that the working paper entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures"(A/AC.182/L.114/Rev. l), submitted by the delegation of the Russian Federation, was very relevant.
During the general exchange of views held at the 249th meeting, on 3 April 2006, the Russian Federation referred toits revised working paper, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", as reproduced in paragraph 70 of the report of the Special Committee for 2004.
The delegation of Belarus believed that the next session of the Special Committee should strive to reach agreement on the working papers relating to sanctions, in particular the"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures". To that end, his delegation urged Member States to be flexible and to demonstrate political will.
