While all pillars of the Strategy rely on strong rule of law measures, its fourth pillar,entitled"Measures to ensure respect for human rights for all and the rule of law as the fundamental basis of the fight against terrorism", stresses the crucial place of human rights and the rule of law in counter-terrorism efforts.
In October 1994 an ecological summit meeting on the sustainable development of Central America had been held in Nicaragua, at the end of which the Presidents of the Central American countries and the Prime Minister of Belize had concluded an Alliance for Sustainable Development, which provided for the implementation of a regional strategy for coordinating andholding consultations on national development initiatives and measures to ensure respect for human rights.

Section IV-- Measures to ensure respect for human rights for all and the rule of law as a fundamental basis of the fight against terrorism: through the implementation of universal and regional legal instruments against terrorism-- e.g., the Inter-American Convention against Terrorism, especially articles 14 and 15 on the protection of human rights when fighting terrorism-- and of those related to protection on human rights.
