The legitimate interest in that respect is the prevention of misuse and to warrant system security(see above).
The code refers to understanding the public interest, protecting human life and environment, and improving human health and wellbeing, butdoes not specifically mention biosecurity, prevention of misuse, or biological weapons concerns.

The United Nations Fundamental Principles of  Official Statistics, adopted by the Statistical Commission in 1994, help countries in producing data on indigenous and ethnic groups in a country by providing guidelines on: relevance, impartiality and equal access; professional standards and ethics;accountability and transparency; prevention of misuse; cost-effectiveness; confidentiality; national coordination; and international standards.
International mechanisms for the control and prevention of misuse of  the resources transferred do not exist or are not foolproof enough to prevent corruption.

The Pre-Natal Diagnostic Technique(Regulation and Prevention of Misuse) Act 1994 amended in 2003 seeks to prevent misuse of  new technologies by bringing the technique of  pre-conception sex selection and use of  mobile ultra sound machines within the ambit of  this Act and has made punishments more stringent.
In this context, the Special Rapporteur welcomes the adoption by the Government of  India of  the Pre-natal Diagnostic Techniques(Regulation and Prevention of Misuse) Act of  September 1994 which effectively prevents the results of  pre-natal procedures which reveal the sex of  the foetus from being used as a reason for female foeticide.
In the light of  serious incidents of abuse of  religious places, the Religious Institutions(Prevention of Misuse) Act, 1988, was enacted with a view to maintaining the sanctity of  religious places and to prevent their misuse  for political or criminal activities.
