Should the fourth special session discuss the objectives anda basic framework of a convention for the prohibition of radiological weapons?
Consideration focused on two aspects:(a) the prohibition of radiological weapons in the traditional sense, and(b) the prohibition of attacks against nuclear facilities.

In our view,the endeavour to produce a convention on the prohibition of radiological weapons should necessarily include military wastes in its purview, as the issue deals with the military use of radiological weapons. .

Kuwait believes in the importance of collective action to ratify international conventions and treaties, from the NPT to the Chemical Weapons Convention;the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological(Biological) and Toxin Weapons and on their Destruction; the Comprehensive Nuclear-Test-Ban Treaty; the Convention on Early Notification of a Nuclear Accident; the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency; and the comprehensive safeguards agreements and their protocols.
Starting in 2004, UNICRI developed an international programme to combat trafficking in and criminal use of chemical,biological, radiological and nuclear materials in cooperation with the International Atomic Energy Agency(IAEA), the Organization for the Prohibition of Chemical Weapons, the Implementation Support Unit for the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological(Biological) and Toxin Weapons and on Their Destruction, INTERPOL, Europol and the World Customs Organization.
The Strategy encourages IAEA and the Organization for the Prohibition of Chemical Weapons(OPCW) to help States to build capacity to prevent terrorists from accessing nuclear, chemical and radiological materials and to ensure security at related facilities.
The International Atomic Energy Agency and the Organization for the Prohibition of Chemical Weapons have been active in helping States to build capacity to prevent terrorists from accessing nuclear, biological, chemical or radiological materials, and to respond effectively in the event of an attack using such materials.
