At the 2nd meeting of the Working Group of the Whole, the representative of Cuba introduced a further revised working paper entitled"Strengthening of the role of the Organization and enhancing its effectiveness"(A/AC.182/L.93/Rev.1), which reads.
The further revised working paper entitled"Strengthening of the role of the Organization and enhancing its effectiveness", submitted by Cuba at the 2009 session of the Special Committee, was considered by the Special Committee during the general exchange of views held at its 260th meeting, on 28 February 2011, and during the 2nd meeting of the Working Group of the Whole, on 1 March 2011.
During the general exchange ofviews held at the 245th meeting of the Special Committee, the Russian Federation referred to its revised working paper, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" A/AC.182/L.114/Rev.1.
The further revised working paper, entitled"Strengthening of the role of the Organization and enhancing its effectiveness", submitted by Cuba at the 2009 session of the Special Committee, was considered by the Special Committee during the general exchange of views held at the 257th meeting, on 1 March 2010, and during the 1st and 3rd meetings of the Working Group of the Whole, on 1 and 3 March 2010.
At the 5th meeting of the Working Group, on 31 January 1997,the representative of the Russian Federation introduced a revised working paper entitled"Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures"(A/AC.182/L.94), which read as follows.
The further revised working paper entitled"Open-ended working group to study the proper implementation of the Charter of the United Nations with respect to the functional relationship of its organs"(see A/66/33, annex), submitted by the Bolivarian Republic of Venezuela at the 2011 session of the Special Committee, was referred to during the general exchange of views held at its 264th meeting, on 21 February 2012, and was considered at the 1st meeting of the Working Group of the Whole.
During the general exchange of views held at the 243rd meeting, the Russian Federation informed the Special Committee that it had submitted a revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation" A/AC.182/L.114.
The further revised working paper entitled"Open-ended working group to study the proper implementation of the Charter of the United Nations with respect to the functional relationship of its organs"(see A/66/33, annex), submitted by the Bolivarian Republic of Venezuela at the 2011 session of the Special Committee, was referred to during the general exchange of views held at its 268th and 269th meetings, on 19 and 20 February 2013, and was considered at the 1st meeting of the Working Group of the Whole.
Another move with regard to the maintenance of international peace and security had been the submission by several States,including Brazil, of a revised working paper entitled"Implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter" A/AC.182/L.76/Rev.1.
In addition to the revised working paper entitled"Principles regarding international cooperation in the exploration and utilization of outer space for peaceful purposes", jointly submitted by 11 Member States, the Working Group had before it a working paper entitled"Declaration on international cooperation in the exploration and use of outer space for the benefit and in the interests of all States, taking into particular account the needs of developing countries", jointly submitted by two Member States.
At the 3rd meeting of the Working Group of the Whole, on 2 March 2011, the representative of the Bolivarian Republic of Venezuela introduced the revised working paper entitled"Open-ended working group to study the proper implementation of the Charter of the United Nations with respect to the functional relationship of its organs"(A/AC.182/L.130), which reads.
At the 1st meeting, the sponsor delegation announced its submission of a revised working paper entitled"Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation"(A/AC.182/L.100/Rev.1), which read as follows.
Japan appreciated the efforts made by the Russian Federation at that session with regard to the revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" and hoped that further progress would be made on that issue.
During the Special Committee's most recent session, his delegation had submitted a revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation", the first reading of which had been completed by the Special Committee's Working Group.
The African Group welcomed the Russian Federation's flexibility regarding the final form of the revised working paper entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" and supported the idea of annexing it to a General Assembly resolution.
During the general exchange of views held at the 249th meeting,on 3 April 2006, the Russian Federation referred to its revised working paper, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", as reproduced in paragraph 70 of the report of the Special Committee for 2004.
The Special Committee had also considered a revised working paper submitted by Cuba, entitled"Strengthening the role of the Organization and enhancing its effectiveness" A/52/33, paras. 59-74.
His delegation had also studied with interest the revised working paper submitted by the Russian Federation entitled"New issues for consideration in the Special Committee" A/48/33, para. 95.
The revised working paper submitted by the Russian Federation entitled"Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation" deserved serious consideration.
Viet Nam strongly supported the revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
The revised working paper submitted by the Russian Federation entitled"Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation" also contained various ideas that merited consideration.
With regard to the maintenance of international peace and security,he was of the view that the revised working paper submitted by Cuba, entitled“Strengthening of the role of the Organization and enhancing its effectiveness”(A/52/33, chap. III), constituted a duplication of the work undertaken in other United Nations forums.
In conclusion, his delegation looked forward to contributing to the discussions on the revised working paper submitted by the Russian Federation entitled"New issues for consideration in the Special Committee"(A/48/33, para. 95), since the ideas contained in it were bold and imaginative.
The revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" constituted a useful basis for further discussion in that regard.
She accordingly welcomed the further revised working paper submitted by Cuba entitled"Strengthening the role of the Organization and enhancing its effectiveness", a key aim being to ensure the maintenance of international peace and security while avoiding infringement on the mandates of other principal United Nations organs, in particular the General Assembly and the Economic and Social Council.
