It is foreseen that future programme budgets will allow continuation of this publication.
The report would thus provide theCommittee with substantive information to assist it in its consideration of future programme budgets.

Welcomes the format adopted by the Secretary-General in his report on United Nations reform: measures and proposals8 concerning the transfer of resources between sections with a view to establishing new departments, and requests the Secretary-General, in the interest of transparency, to ensure that proposed transfers of posts and other resources between budget sections are explained in the same manner in future programme budgets;
The European Union welcomed the intention of the Secretary-General to build up the number of regular budget posts to support and backstoppeace-keeping operations and other field missions gradually in future programme budgets and associated itself with the Norwegian delegation ' s statement at the Committee ' s 71st meeting.
The Secretary-General also indicated that the main nucleus of posts that would be required on a permanent basis for Secretariat units with responsibilities exclusively for peace-keeping operations, irrespective of the fluctuations in the number of field missions, should be funded from the regular budget andwould be built up gradually within future programme budgets, starting with the proposed programme budget for 1996-1997.
Future programme budget proposals should contain concrete and more consistent information on efficiency gains and service improvements resulting from implementation of the recommendations of evaluation and monitoring bodies.
Paragraph 4 was not intended to prejudice future programme budget implications which would be considered by the Advisory Committee on Administrative and Budgetary Questions and the Fifth Committee.
Decides also that future programme budget proposals of the Office of Internal Oversight Services shall be submitted by it to the Secretary-General who shall, with due regard for the relevant provisions of General Assembly resolution 41/213 of 19 December 1986 and for the necessity of providing adequate resources for the functioning of the Office to be effective, submit proposals to the General Assembly for its consideration and approval according to established procedures;
