This may present an opportunity to question the new president on what his country plans to do about these frozen conflicts, not only in the Caucasus but also in Transnistria; perhaps there the new president can indicate his intentions with regard to the agreements that were made in the OSCE back in 1999, I believe, regarding the situation in these breakaway countries, republics, states and so on.
A more active European involvement would mean a real opportunity for this area which has a huge, insufficiently exploited potential,considering the frozen conflicts and tense relations between some countries in the area.
Consequently, the real substantive issues of the Black Sea area,like energy and frozen conflicts, are approached either through: the EU Neighbourhood Policy, where the money is; the future Eastern Partnership, designed to increase the security confidence of the countries involved and secure the energy deliveries to the EU after the Georgian war; the EU's strategic relationship with Russia and Ukraine; or the accession talks with Turkey.
I am thinking, here, about the conflicts which have broken out in North Africa and the Middle East,and also about the frozen conflicts which are still smouldering in Nagorno-Karabakh, Transnistria and the occupied territories of Georgia.
