Β On 15 January 1999, after months of in-depth negotiations, the UNICE, CEEP andETUC arrived at a draft agreement on fixed-term work.
This directive aims to implement the Framework Agreement on Fixed-term Work concluded on 18 March 1999 between UNICE, CEEP and ETUC.

(CS) Madam President, ladies and gentlemen, Council Directive 1999/70/EC concerning the framework agreement on fixed-term work requires the Member States to adopt such measures that would prevent abuse arising from the use of successive fixed-term employment contracts.
As a result of this, they have embarked on three sets of negotiations, resulting in three framework agreements: one on parental leave signed in December 1995,one on parttime work signed in May 1997, and another on fixed-term work signed in March 1999.

Article 2, Paragraph 1 of Council Directive 1999/70/?C concerning the framework agreement on fixed-term work concluded by the European Trade Union Confederation, the Union of Industrial and Employers' Confederations of Europe and the European Centre of Enterprises with Public Participation obliges the Member States to comply with the directive in question by 10 July 2001.
Three framework agreements(Directives 96/34/EC of 3 June 1996 on parental leave, 97/81/EC of 15 December 1997 on parttime work andanother of July 1999 on fixed-term work) implement the accords negotiated by the social partners under Article 139 of the Amsterdam Treaty.
The signatory parties wished to conclude a framework agreement on fixed-term work setting out the general principles and minimum requirements for fixed-term employment contracts and employment relationships; they have demonstrated their desire to improve the quality of fixed-term work by ensuring the application of the principle of non-discrimination, and to establish a framework to prevent abuse arising from the use of successive fixed-term employment contracts or relationships;
The said cross-industry organisations on 18 March 1999 concluded a framework agreement on fixed-term work; they forwarded to the Commission their joint request to implement the framework agreement by a Council Decision on a proposal from the Commission, in accordance with Article 4(2) of the Agreement on social policy;
