Benchmark values for more stringent emission limit values referred to in Article 5(4).
There are various options how andhow frequently to update the benchmark values(allowances per tonne of product).
Benchmark values will be updated to capture technological progress in the different sectors.
The Commission shall organise an exchange of information with Member States andstakeholders on the benchmark values for more stringent emission limit values referred to in paragraph 4.
For the period from 2021 to 2025, the benchmark values shall be determined on the basis of information submitted pursuant to Article 11 for the years 2016 and 2017.
Regular benchmark updates based on a full data collection('Baseline','Limited changes' and'Targeted' packages)will most closely align the benchmark values to technological progress.
For the period from 2026 to 2030, those benchmark values should be adjusted in the same way, leading to an improvement of 4% or 32% respectively compared to the value applicable in the period from 2013 to 2020.
The second summary report of the Commission shall review the implementation of this Directive,with special regard to the need to establish the benchmark values laid down in Annex III as Union-wide emission limit values, and shall be accompanied by a legislative proposal where appropriate.
(ii) By way of derogation regarding the benchmark values for aromatics,hydrogen and syngas, these benchmark values shall be adjusted by the same percentage as the refineries benchmarks in order to preserve a level playing field for producers of these products.
In particular, in zones not complying with air quality limit values, more stringent emission limit values, which would also promote eco-innovation in the Union, facilitating in particular market access of small and medium enterprises,should be applied by Member States, such as the benchmark values set out in Annex III to this Directive.

MCP Directive reads, moreover, in particular, that in zones not complying with air quality limit values, more stringent emission limit values, which would also promote eco-innovation in the Union, facilitating in particular market access of small and medium enterprises,should be applied by Member States, such as the benchmark values set out in Annex III to the MCP Directive.
The benchmark values for free allocation shall be adjusted in order to avoid windfall profits and reflect technological progress in the period between 2007-8 and each later period for which free allocations are determined in accordance with Article 11(1).
For reasons of predictability, this should be done through applying a factor that represents the best assessment of progress across sectors, which should then take into account robust, objective and verified data from installations,considering the average performance of the 10% most efficient installations, so that benchmark values reflect the actual rate of improvement.
For the period between 2026 and 2030, the benchmark values shall be determined in the same manner on the basis of information submitted pursuant to Article 11 for the years 2021-2022 and with the annual reduction rate applying in respect of each year between 2008 and 2028.'.
The benchmark values for free allocation applicable from 2013 onwards should be reviewed in order to avoid windfall profits and to reflect technological progress in the sectors concerned in the period between 2007-2008 and each later period for which free allocations are determined in accordance with Article 11(1) of Directive 2003/87/EC.
In order to reflect technological progress in the sectors concerned andadjust the benchmark values to the relevant period of allocation, provision should be made for the benchmark values for free allocations to installations, determined on the basis of data from the years 2007 and 2008, to be updated in line with observed improvement.
For the period from 2021 to 2025, those benchmark values should be adjusted in respect of each year between 2008 and the middle of the period from 2021 to 2025 with either 0,2% or 1,6%, leading to an improvement of 3% or 24% respectively compared to the value applicable in the period from 2013 to 2020.
For the period from 2026 to 2030, the benchmark values shall be determined in the same manner as set out in points(a) and(b) on the basis of information submitted pursuant to Article 11 for the years 2021 and 2022 and on the basis of applying the annual reduction rate in respect of each year between 2008 and 2028.
(-ia) On the basis of a comparison of the benchmark values based on this information with the benchmark value contained in Commission Decision 2011/278, the Commission shall determine the annual reduction rate for each benchmark and apply it to the benchmark values applicable in the period 2013-2020 in respect of each year between 2008 and2023 to determine the benchmark values for the years 2021-2025;
On the basis of a comparison of those benchmark values with the benchmark values contained in Commission Decision 2011/278/EU(*3), as adopted on 27 April 2011, the Commission shall determine the annual reduction rate for each benchmark, and shall apply it to the benchmark values applicable in the period from 2013 to 2020 in respect of each year between 2008 and2023 to determine the benchmark values for the period from 2021 to 2025.
If so, that benchmark value shall be adjusted either 0.5% or 1.5% in respect of each year between 2008 and the middle of the period for which free allocation is to be made;
Each index is a benchmark value of either the performance of an entire asset class or the performance of a segment of an asset class.
There are loans linked to a benchmark, where the change in the benchmark value also implies a change in the interest rate on the loan.
Updates based on a single flat rate('Simple' package)will yield a more demanding benchmark value for sectors with below-average technological capabilities than for sectors with above-average technological capabilities.
In order to promote efficient energy recovery from waste gases, for the period referred to in point(b)of the third subparagraph, the benchmark value for hot metal, which predominantly relates to waste gases, shall be updated with an annual reduction rate of 0,2%.
