Interoperability Directives.
A proposal on the merging/recasting of the Railway Interoperability Directives(96/48/EC and 2001/16/EC).
Safety and interoperability directives(2004/49 and 2008/57) might be adjusted as necessary.
Additional infringement procedures were launched concerning the safety and interoperability directives(respectively 2004/49/ EC and 2008/57/EC).

The Interoperability Directives(2001/16/EC on Conventional Rail and 96/48/EC on High Speed Rail) require the railways to move towards harmonisation of systems and operations through the progressive adoption of Technical Specifications for Interoperability(TSIs).

All parties involved in work on safety matters shall co-operate in order to achieve the appropriate level of safety for the tunnel concerned,in accordance with the provisions in this TSI and the interoperability directives.

The Interoperability Directives specify that Technical Specifications for Interoperability(TSIs) or, in the absence of TSIs or for particular"specific cases" or"open points", national technical rules should cover all essential requirements relating to the rolling stock subsystem and its interfaces with other subsystems;
This proposal is part of a wider initiative aimed at bringing about improvements to the technical part of the rail regulatory framework,namely the Rail Interoperability Directives, the Railway Safety Directive and the Regulation establishing the Agency.
To reflect these changes,this package will modify the Railway Safety and Interoperability Directives, providing an opportunity for clarification and simplification of existing provisions, consolidation of previous amendments and updating the legislation in line with the Lisbon Treaty and the New Legislative Framework for the marketing of products.
The full package contains a communication, three legislative proposals and their impact assessment: a communication setting out the current difficulties and proposing a number of solutions to simplify certification of railway vehicles;a proposal to recast the existing rail interoperability directives; a proposal to amend the Regulation establishing a European Railway Agency, and a report on the impact assessment.
This initiative is aimed precisely at making such improvements to the technical part of the regulatory framework,namely the Railway Interoperability Directives, the Rail Safety Directive and the Regulation establishing the European Railway Agency(hereinafter referred to as"the Agency").
The Commission proposed recasting the Interoperability Directive(2008/57/EC) to resolve major shortcomings.
