This is the role of the“Interoperability Directives”;
Safety and interoperability directives(2004/49 and 2008/57) might be adjusted as necessary.
Several factors prompted the Commission to propose amendments to the two interoperability directives.
Competitiveness: ERTMS and the railway interoperability directives will create a market of €15 billion by 2010.
The interoperability directives require rules to be laid down on vocational qualification in the process of drawing up TSIs.
The establishment of an Agency and the adoption of a directive on safety, as proposed jointly with this proposal,mean that some provisions of the two rail interoperability directives need to be reformulated.
Updating the interoperability directives for all components of the high-speed and conventional railway networks;
The Railway Safety Directive requires checks to be carried out of safety andtechnical compatibility(i.e. two essential requirements of the six mentioned in the Interoperability Directives) when rolling stock is to be used on other networks.
The Interoperability Directives require lists of national rules to be notified to the Commission, hence ensuring the necessary transparency of these rules;
The measures include a Communication on the simplification of certification of railway vehicles,a proposal to recast the existing Railway Interoperability Directives and to modify the Regulation establishing a European Railway Agency and the Railway Safety Directive. .
Today, the task of implementing the Interoperability Directives(96/48/EC and 2001/16/EC) is based on individual mandates given to the European Association for Railway Interoperability AEIF.
The Commission launched this initiative for two main reasons: to facilitate free movement of trains within the EU by making the procedure for placing locomotives in service more transparent and efficient,and also to simplify regulations by consolidating and merging the three rail interoperability directives into a single directive. .

The European Commission has today published a report on the implementation of the Community rail safety and interoperability directives which, together with legislation on market access, form the legal framework for a truly integrated European Railway Area.

The proposed amendments to the two interoperability directives are a further development, an adaptation to the experience gathered and an approximation of the two directives, taking into account staff qualifications and worker health and safety, including consultation of the social partners in the Sectoral Dialogue Committee established by Commission Decision 98/500/EC9.
