Annex I describes the principles laid down in the Interoperability Directives and the status of the TSI adoption process.

The Commission launched this initiative for two main reasons: to facilitate free movement of trains within the EU by making the procedure for placing locomotives in service more transparent and efficient,and also to simplify regulations by consolidating and merging the three rail interoperability directives into a single directive. .

The Commission proposed recasting the Interoperability Directive(2008/57/EC) to resolve major shortcomings.
Firstly, all the provisions of the Safety Directive on authorisation of vehicles thatare already in use are transferred to the interoperability directive.
Article 8: adaptation of the provisions related to national rules to take into account the evolution of the legal framework(adoption of TSI)and alignment with the Interoperability Directive.
Article 3: new definitions anda few amendments to improve consistency with similar definitions used in the Interoperability Directive.
The Council supported the direction taken by the discussions in Council bodies on cross-acceptance, inparticular as regards the decision to concentrate all provisions on authorisation of vehicles in the Interoperability Directive.
The main objective of the proposal is to adapt the legislative framework for the European Railway Agency to new tasks thatresult from the modifications to the rail safety Directive(see above) and the interoperability Directive.
The provisions in relation to authorisation will be grouped within a single legislative document, the Interoperability Directive, for both the trans-European high-speed rail system and the conventional system.
