The dried fodder shall be weighed and samples taken when it leaves the processing undertakings.

In the first ten working days of each quarter, the processing undertakings shall notify the competent authority of the average moisture content, as referred to in paragraph 3, recorded during the previous quarter in respect of the fodder they have dehydrated.'.
Whereas, in order to permit effective verification of the right to aid, in view of the different levels of aid provided for artificially dried fodder and sun-dried fodder,it is essential that processing undertakings manufacture and stock the different products in separate premises;
Within 45 days of the end of the month, processing undertakings shall lodge applications for aid as referred to in Article 3 of Regulation(EC) No 603/95 covering the quantities leaving the undertaking during that month.';
Whereas processing undertakings should fulfil certain conditions necessary for entitlement to aid; whereas these undertakings should therefore keep stock accounts, including the details necessary for verification of entitlement to aid and should furnish any other necessary proof;
Not later than 31 Augustfollowing the beginning of the marketing year in question, processing undertakings shall submit to the competent authority a copy of the contracts referred to in paragraph 1 and a copy of the delivery declarations referred to in paragraphs 2 and 3, with a list of the parcels concerned.
Member States shall share out the quantities allocated to them between the processing undertakings established on their territory according to the average quantities produced in compliance with minimum prices during the three marketing years preceding the marketing year for which the allocation is made, excluding 1996/1997, which shall not be taken into consideration.

Dried fodder which has left a processing undertaking may not be readmitted within the precincts of the same or any other undertaking or any storage place referred to in paragraph 1(a).
The processing undertaking shall have its approval withdrawn for a period to be specified by the competent authority, commensurate with the seriousness of the infringements found, if at least one of the conditions referred to at(a) and(b) of the first subparagraph is no longer met.

For the purposes of this Regulation, in order to obtain entitlement to the aid referred to in Article 3 of Regulation(EC) No 603/95, the products referred to in Article 2(1)shall be considered to have left the processing undertaking where.
Where the seed is to be processed in a Member State other than that in which it is produced,aid shall be granted if the processing undertaking submits to the agency designated by the Member State in which the seed is processed a document prepared in its name in accordance with Article 10(3).
Keep a register of the products in question, showing at least the daily purchases and sales of each product and, in respect of each lot, the quantity involved, a reference to the contract with the producer who delivered the product and,where applicable, the processing undertaking for which the product is intended.
