Finally, Commissioner, I would like to point out, in relation to the ginning industry, that I believe was the great oversight in the 2004 reform and whose restructuring is an indisputable fact,that it is essential that a restructuring fund be created, which is mentioned in Mr Gklavakis's report.
The restructuring fund has three main objectives: firstly to provide incentives to encourage less competitive producers to leave the industry, secondly to provide money to cope with the social and environmental impacts of factory closure(financing of social plans or redeployment programmes and of measures to put the site back into good environmental condition) and thirdly to provide funds for the most affected regions to develop new business in coherence with EU structural and rural development funds. .
Interventions in agricultural markets: the principal measures are intervention, storage and export refunds and other measures such as specific support for the wine, fruit and vegetable and food programmes(in total amounting to 3 988 million euro)and Sugar Restructuring Fund(3 018 million euro).
Member States are responsible for establishing national restructuring programmes and, as far as the restructuring fund is concerned, for:( a) checking the eligibility of producers' applications for restructuring aid;( b) imposing social and environmental requirements on producers, provided that this does not restrict the restructuring process;( c) deciding upon the aid to be awarded to beneficiaries where this is envisaged by the regulations;( d) paying restructuring and diversification aid to beneficiaries; and( e) monitoring, verifying and reporting on the implementation of restructuring and diversification aid.
In order to attain these goals starting from the very varied conditions in which the production of the member countries are situated, transitory measures should be instituted such as a production and investment plan,compensating mechanisms for the equalization of prices, and a restructuring fund to facilitate the rationalisation of production.
