Waste prevention programmes.
The introduction of a requirement to develop national waste prevention programmes.
Member States shall regularly evaluate the waste prevention programmes, and as a minimum before submitting their reports in accordance with Article 341.
The obligation for Member States to develop waste prevention programmes.
Waste prevention programmes have recently been adopted by the Member States, as required by the Waste Framework Directive, and are currently reviewed by the European Environment Agency.
Member States shall include in these reports information on their progress in the implementation of their waste prevention programmes.

The proposed Directive under the Thematic Strategy on the Prevention and Recycling of Waste[32]clarifies the obligation for Member States to draw up waste prevention programmes at the most appropriate geographical level.
If required, the plan shall include a revised planning of the necessary infrastructure and, where necessary, shall be accompanied by a proposed timing for the adaptation of the existing national orregional waste management plans as defined in Article 28 and of the waste prevention programmes as defined in Article 29.
In order to improve the way in which waste prevention actions are taken forward in the Member States and to facilitate the circulation of best practice in this area, it is necessary to strengthen the provisions relating to waste prevention andto introduce a requirement for the Member States to develop waste prevention programmes concentrating on the key environmental impacts and taking into account the whole life-cycle.
They related to language in the recitals, presentational changes, additional definitions for terms not used in the common position text, procedural requirements, the promotion of preparation for re-use, additions to the annex IV listing examples of waste prevention measures,timing of the waste prevention programmes, waste prevention and recycling targets, and the duration for which records of hazardous waste must be kept.
Waste Prevention Programme.
Existence of own waste prevention programme(WPP) or equivalent existence in Waste Management Plan or other(environmental) programmes. .
A number of non-conformities in enactment still remain, such as provisions on the scope of the Directive, requirements on waste management permits,the content of the waste management plan and waste prevention programme, and detailed rules on inspections.
Thanks to the knowledge and good practise transfer,the CERREC project partner CZ Biom has been also invited to participate in preparation of the Waste Prevention Programme in the Czech Republic.
