(4) In order to cover the shortage, the applicant Member States should therefore be authorised to permit, for a limited period,the marketing of seed of the relevant species which satisfies less stringent requirements.
Whereas the following Directives, which lay down requirements for the marketing of seed and propagating material, contain provisions whereby Member States may be authorized to permit, for a specified period,the marketing of seed or propagating material of a category subject to less stringent requirements, or of seed or propagating material of varieties not included in the common catalogues of varieties of agricultural and vegetable species or in their national catalogues of varieties.
(4) In order to cover the shortage, the applicant Member States should therefore be authorised to permit, for a limited period,the marketing of seed of the relevant species which satisfies less stringent requirements.
Whereas, during periods in which there are difficulties in obtaining supplies of certified materialof the various categories, or of standard material, propagation material satisfying less stringent requirements should temporarily be permitted to be marketed;
In the event of temporary difficulties in the supply of propagating material satisfying the requirements of this Directive which cannot be overcome within the Community, rules may be adopted, in accordance with the procedure laid down in Article 17,concerning the marketing of propagating material meeting less stringent requirements.
(29) During periods in which there are temporary difficulties in obtaining supplies of certain speciesof reproductive material complying with the principles of this Directive, reproductive material satisfying less stringent requirements should, subject to certain conditions, be temporarily approved;
In order to eliminate any temporary difficulties in the general supply of basic material, certified material or standard material that occur in one or more Member States and cannot be overcome within the Community, the Commission, acting in accordance with the procedure laid down in Article 17, shall authorise one or more Member States to accept for marketing, for a period to be set by the Commission,propagation material of a category satisfying less stringent requirements.

We do need to be careful however: our farmers must not end up working as underpaid landscape gardeners, leaving us dependent on imports of food and agricultural commodities from third countries,products subject to far less stringent requirements than those imposed on our farmers.
With regard to the first placing on the market of forest reproductive material, as referred to in Article 6, Member States shall immediately notify the Commission andthe other Member States of the quantities of such material satisfying less stringent requirements which have been approved for marketing in their territory under this Decision.
(3) Accordingly, the Member States concerned, namely Belgium, Denmark, Germany, Spain, France, Ireland, Italy, Luxembourg, Netherlands, Austria, Portugal and the United Kingdom,have requested the Commission pursuant to those Directives to authorise them to accept for marketing reproductive material and/or seed satisfying less stringent requirements than those laid down by those Directives.
