For example, if the reduction in energy consumption amongfinal users targeted in the Directive on energy end-use efficiency and energy services could be achieved, the CO2 savings in 2020 would be 393 Mt, as compared to a business-as-usual scenario(For more details, see Annex 1).

Measures consistent with Article 13 of Directive 2006/32/EC of the European Parliament andof the Council on energy end-use efficiency and energy services to ensure the provision to final customers of individual meters in so far as it is technically possible, financially reasonable and proportionate in relation to the potential energy savings.

The proposal is fully consistent with the EU policy objectives in the fields of environment, energy efficiency and renewable energies and promotes the objectives of Directive 2002/91/EC on energy performance of buildings3,of Directive 2006/32/EC on energy end-use efficiency and energy services and repealing Council Directive 93/76/EEC4 and of Proposal for a directive of the European Parliament and of the Council on the promotion of the use of energy from renewable sources5.
Many other existing EU policies are relevant to sustainable consumption, including the Emission Trading Scheme(ETS), the Car Fuel Efficiency Labelling Directive, the Light-duty Vehicle CO2 Regulation, the Biofuels Directive, the Energy Performance of Buildings Directive,the Directive on Energy End-Use Efficiency and Energy Services, and environmental provisions in the Common Agricultural Policy.
Apart from the EPBD, there are a number of other Directives dealing with energy aspects in the buildings context, e.g. Eco-design of Energy-using Products Directive(2005/32/EC)3, Directive on the Promotion of Cogeneration(2004/8/EC)4,Energy End-use Efficiency and Energy Services Directive(2006/32/EC)5, and the proposed Directive on the Promotion of the Use of Energy from Renewable Sources6.
