(10) The  scope of application of the Directive is extended to libraries(including university libraries), museums and archives.
Article 2 defines the  scope of application of the Directive.
One solution would be either to redefine the  concept of the  consumer orto extend the scope of application of the Directive.
Article 1 proposes to considerably extend the  scope of application of the directive compared with the current legislation.
(2) Although not all the  Member States stated their position,nine indicated that they considered the  current personal scope of application of the Directive to be adequate.

V- First group of  questions relating to territorial scope of application of the Directive.
These amendments become obsolete given that the  Commission does not accept a generalexclusion of the  activities of  lawyers of  or notaries from the  scope of application of the Directive.
Article 1(4) extends the  scope of application of the Directive to contracts for the  supply of  consumer goods to be manufactured or produced.

With regard to the  scope of application of the Directive, there is a need to clarify whether the  national transposing legislation in some countries covers also undertakings which do not operate for gain.
Since further amendments are to bemade(which are strictly limited to the  extension of the scope of application of the Directive to include all energy related products), it should be recast in the  interests of  clarity.
To define, within the scope of application of the Directive, the  notions of  illicit manufacturing and trafficking of  firearms, to reaffirm the  need for marking, to increase the  period for keeping registers prescribed by the Directive,  to clarify the  applicable penalties and to set out the  general principles on the  deactivation of  weapons defined by the  United Nations Protocol.
Convergence of  views across stakeholdersregarding the  need for possible changes of the  rules on the  scope of application of the Directive, although there was no common pattern or clarity among stakeholders as regards the  way forward;
Another problematic area for ETUC concerns the  scope of application of the Directive, in particular the  understanding of‘outstanding claim' since a number of  Member States apply a narrow definition of  remuneration(e.g.: excluding severance pay, bonuses, reimbursement arrangements, etc.).
Article 2, paragraph 6: the  proposed amendment clarifies the  scope of application of the Directive, and in particular that the Directive  applies to all postal service providers and not only universal service providers;
In both phases employers' organisations opposed the  extension of the scope of application of the Directive and the  insertion of  a definition of  worker, based on concerns related to flexibility for business and job creation potential as well as to subsidiarity.
