The Implementation Committee concluded that while it was its role to address all issues relating to compliance, it was only the Meeting of the Parties that could interpret or clarify its own previous decisions.

After deliberating on the issue, the Implementation Committee tentatively concluded that only one case, the case of excess ozone-depleting substances imported in one year and stockpiled for domestic use as feedstock in a future year, should be considered to be consistent with the provisions of the Protocol.
Scenario(d) was not included in the request as the decision noted that the Implementation Committee had concluded that that scenario was in conformity with the provisions of the Montreal Protocol and decisions of the Meetings of the Parties.

Having examined decision VII/1 on general issues of implementation, the Committee concludes that almost all its elements are still relevant.

Furthermore, the Committee encourages national human rights institutions to use their annual reports to monitor implementation of the Committee's concluding observations.
The Committee continues to note with concern that, generally, States parties whose reports were considered during the period under review have not provided information on the implementation of the Committee's concluding observations adopted in their respect.
In order to further the implementation of the Committee's concluding observations, including the information to be provided by the State party under rule 71, paragraph 2, the Committee may designate at least one Rapporteur to follow up with the State party on its implementation of a number of recommendations identified by the Committee in its concluding observations.
