Током последњих петнаест година, Европски парламент и Савета Европе, посебно Савета Европе Одбор за спречавање мучења( ЦПТ), изразили су озбиљну забринутост и издали неколико упозорења о систему ФИЕС.

НПМ је посетио Окружни затвор у Београду 20. децембра 2017. године, ради праћења поступања по раније упућеним препорукама НПМ и Европског комитета за спречавање мучења и нечовечног или понижавајућег поступања или кажњавања( ЦПТ).

Представници NPM Obs.- Ник Хардвик( Nick Harwick), бивши шеф Пробационе службе Велике Британије и Петур Хоксон( Petur Hauksson) психијатар, који је био и други потпредседник Европског комитета за спречавање мучења( CPT) пратили су рад српског НПМ од 18. до 22. јуна 2018.
Nick Harwick, the former head of the Probation Service of Great Britain and Petur Hauksson, a psychiatrist, who was also the vice-president of the European Committee for the Prevention of Torture(CPT), followed the work of the Serbian NPM from 18 to 22 June 2018.

Како велики број препорука Европског комитета за спречавање мучења и нечовечног или понижавајућег поступања и кажњавања( CPT) није спроведен, CPT је објавио извештај у јуну 2018. године након ad hoc посете Србији, наводећи да је злостављање прихваћена пракса у постојећој полицијској култури.
As a large number of recommendations by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment(CPT) had not been implemented, the CPT issued a report in June 2018 following its ad hoc visit to Serbia, stating that ill-treatment is an accepted practice within the current police culture.

In July 2017, NPM visited police stations Stari grad and Savski venac in order to follow the recommendations of the NPM Report from the visit to the Police Administration for the City of Belgrade and the Report to the Government of the Republic of Slovenia on the visit of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment CPT to Serbia.

По том питању, Комитет позива Предсједништво БиХ да подузме неопходне мјере на именовању кандидата за кључне положаје у Венецијанској комисији, Европској комисији за спречавање мучења и нечовјечног и деградирајућег третмана или кажњавања( ЦПЦТ), Европској комисији против расизма и нетолеранције( ЕЦРИ), тијелима Оквирне конвенције о националним мањинама и осталим.
