These resources are used for internal repression and in the interests of the military establishment in power.

There is no doubt that the code of conduct governing the sale of arms, so thatweapons from the EU are not used for internal repression or external aggression, is long overdue.

The aim of this proposal is to give effect to Council Common Position 2001/719/CFSP(-> point 1.6.65) repealing both the arms embargo and the ban on the sale andsupply of equipment which might be used for internal repression or terrorism, in so far as these measures were implemented by Community acts. A number of Members have mentioned that some EU Member States are actually in breach of the code,while declaring themselves determined to prevent the export of equipment which might be used for internal repression or international aggression, or indeed contribute to regional instability.
On 10 March further sanctions were added, including an asset freeze, a further travel ban, an arms embargo andan embargo on equipment which might be used for internal repression- thus going beyond the measures imposed by the previously adopted UN Security Council resolution.
In addition to the UN sanctions, we adopted on 28 February further restrictive measures:we have an embargo on equipment which could be used for internal repression and autonomous designations under the travel restrictions and assets freeze.
