It was in this spirit of cooperation between the countries of origin, transit and destination that the first EU-Africa Ministerial Conference on Migration and Development was organised in July 2006 in Rabat.

Then again, in my view, we need to make better use of the instruments we have available as part of the global approach to migration in order toencourage synergy between migration and development.
Priority has also been given to monitoring the Ministerial Conferences on Migration and Development held in Rabat in July 2006and in Tripoli in November 2006.
The link between migration and development must be utilised betterand appropriate measures for better utilising the positive effects of migration on development must be stepped up.
Moreover, this free trade area should be supplemented by the gradual and conditional introduction of free movement for workers, with account being taken of the current discussions on the links between migration and development.
It will propose priorities, principles and concrete measures butwill also look more closely at the link between migration and development and between migration and climate change, for instance.
It intends that the dialogue with these countries will cover all the dimensions of migration, especially legal migration, the prevention of and fight against illegal migration, and also the link between migration and development.
Secondly, as Mr Ortega knows,there will be a second EU-Africa Ministerial Conference on Migration and Development in Paris, on 25 November 2008, to follow up on the Rabat Conference, and in this framework there will be three technical meetings on legal migration, illegal migration, and migration and development.
This conference tackled the issues of legal migration, such as legal migration channels and the management of migration flows, integration and the Lisbon Agenda, and migration and development.
In response to the tragicevents in Ceuta and Melilla and as part of the global approach approved by the European Council in late 2005, the European Union wanted a structured dialogue with Africa on the link between migration and development under the Rabat process in respect of the West African migratory route, shortly to be followed up by the Paris Conference on 25 November, and the Tripoli Process in respect of Africa as a whole.
I welcome our increased cooperation in these many new areas and am pleased with the new provisions on development that have been inserted into the revised agreement, in particular, as regards combating poverty, aid effectiveness,the Millennium Development Goals and the linkage between migration and development.
On Article 13, the Commission has put forward a balanced and coherent proposal that builds on the three pillars of cooperation in the areas of migration and development, legal migration and illegal migration and readmission.
On the other hand, I believe that this approach was overly focused on commercial and economic concerns, and on free trade,to the detriment of a more robust approach to development, and I welcome the new provisions, which should be included in the revised agreement, especially as regards combating poverty, aid efficiency, the Millennium Development Goals and the link between migration and development.
Enhanced cooperation with the countries of origin and transit is fundamental and the dialogue with third countries should be intensified in areas such as legal immigration, migration and development, capacity buildingand the repatriation of people who have no need of protection.
There you have it, Mr França,I wanted to give you a whole series of examples, but most importantly I would like to say that I am completely convinced of the need for Europe to manage migratory flows through this global approach that links migration and development and genuinely enables concerted migration management.
In order to emphasise the international dimension of migration, the issue of cooperation with thecountries of origin and transit within the framework of the global approach to migration and development should have its starting point in the Stockholm Programme.
Lastly, the Commission is using the programme to finance many projects in sub-Saharan Africa addressing the prevention of illegal immigration, the promotion of legal migration, the link between migration and development and the promotion of refugee and asylum-seeker advocacy.
We are all aware of the extent to which the challenges of development, migration and political stability in these countries affect us directly.
It collects information on research, legislation development, migration and asylum policies as well as activities in the governmental and non-governmental sector.
These mobility partnerships are a means of developing dialogue and cooperation between the Union and third countries in the areas of legal migration, development, and the prevention and reduction of illegal immigration.
I would add that we have outlined in this part the elements of the overall approach that will enable development and migration to be linked.
IT Madam President, ladies and gentlemen, I wish to compliment Mrs Martens on her work and acknowledge the political will of the EU and the African Union to build a joint strategy comprising numerous subjects of interest to both communities:from security to the environment, from migration to development and the promotion of human rights and democracy.
