The Conference of the Parties shall keep under continuous review and evaluation the implementation of this Convention.
The Commission shall promote transparency in the implementation of this Convention in its decision-making processes and other activities, inter alia, through.
To prepare for the Conference of the Parties reports on the work of the Secretariat and on the implementation of this Convention;
At each of its meetings the Conference of the Parties shall review the implementation of this Convention and may in particular:(a) review and assess the conservation status of migratory species;
The Contracting Parties shall keep each other informed of the provisions which they adopt for the implementation of this Convention.
At such meetings the Contracting Parties shall in particular review policy issues concerning the implementation of this Convention upon the report of the International Commission and shall adopt appropriate recommendations or decisions.
Each other with all available information(including administrative reports and findings)of interest for the proper implementation of this Convention.
Whereas the Community's participation in the implementation of this Convention is necessary in order to attain one of the objectives of the Community; whereas the necessary powers arc not provided for by the provisions of the Treaty other than Article 235;

The Parties shall establish, as appropriate, arrangements for the purpose of providing technical assistance and promoting the transfer of technology to developing country Parties andParties with economies in transition relating to the implementation of this Convention.
To obtain from any appropriate source reports andother information which will further the objects and implementation of this Convention and to arrange for the appropriate dissemination of such information;
Each Party shall take such measures as may be necessary to establish and strengthen its national infrastructures andinstitutions for the effective implementation of this Convention.
The Board of Governors shall supervise the implementation of this Convention; for this purpose, it shall have the necessary decision-making powers in educational, budgetary and administrative matters, and for the negotiation of the Agreements referred to in Articles 28 to 30.
The Parties agree to cooperate, directly or, where appropriate,through competent international organisations, in the implementation of this Convention at the subregional, regional and global levels.
The Parties shall, taking into account in particular the needs of developing countries and countries with economies in transition, cooperate in promoting technical assistance for the development of the infrastructure and the capacity necessary to manage chemicals to enable implementation of this Convention.
The modalities for the determination in a predictable andidentifiable manner of the amount of funding necessary and available for the implementation of this Convention, keeping in mind that the phasing out of persistent organic pollutants might require sustained funding, and the conditions under which that amount shall be periodically reviewed; and.
The provision by the entity or entities of regular reports to the Conference of the Parties on adequacy andsustainability of funding for activities relevant to the implementation of this Convention;
Any dispute between the Contracting Parties concerning the interpretation or implementation of this Convention which cannot be settled by negotiation shall be submitted to arbitration unless the parties to the dispute decide otherwise and at the request of one of them, in'accordance with the provisions of Annex Β which shall form an integral part of this Convention. .
For the purposes of the implementation of this Convention, the Contracting Parties shall facilitate the exchange of best available techniques, particularly through the promotion of: the commercial exchange of available techniques, direct industrial contacts and cooperation, including joint ventures; the exchange of information and experience; and the provision of technical assistance.
Public participation in addressing persistent organic pollutants and their health and environmental effects and in developing adequate responses,including opportunities for providing input at the national level regarding implementation of this Convention;
Developed country Parties, and other Parties in accordance with their capabilities and in accordance with their national plans, priorities and programmes, may also provide and developing country Parties andParties with economies in transition avail themselves of financial resources to assist in their implementation of this Convention through other bilateral, regional and multilateral sources or channels.
