National Forest Programmes.
At national and regional level,the functions of forests are managed inter alia through forest programmes.

In accordance with the subsidiarity principle,national forest programmes are a key means of implementing objectives of the EU forestry strategy.

Member States, industry and forest owners are encouraged,within the framework of the national forest programmes and similar measures and in line with the Forest Action Plan, to facilitate and promote afforestation, reforestation and active sustainable forest management in order to contribute to mitigate climate change and restore biodiversity while increasing wood supply.
It also emphasises the implementation of international commitments, principles andrecommendations through national or sub-national forest programmes or equivalent instruments, and active participation in all forest-related international processes, and stresses the need to improve co-ordination, communication and co-operation in all policy areas of relevance to the forest sector.
