The programme of State guarantees established that women should receive free emergency care and pre- and post-natal care.
An important condition for achieving positive results in the organization of medical assistance for children is the implementation of the Programme of State guarantees of free medical care for citizens of the Russian Federation.

The Programme of State guarantees of free medical care for citizens of Turkmenistan, Cabinet of Ministers Decision No. 6515 of 29 December 2003 and Orders No. 33 of 2004 and No. 43 of 2005 of the Ministry of Health and the Medical Industry stipulate that the State provides medical services to children under the age of 14 and to women during pregnancy, childbirth and after childbirth until the child reaches the age of 1 year.
