In this connection, the Committee stressed the importance of partnerships: on the one hand,the international community's response to crisis situations should increasingly encompass the participation of bilateral and multilateral donors and international and non-governmental organizations and, on the other, it must promote more participatory approaches to ensure that the affected populations are in control of the reconciliation and recovery processes.
There needs to be a stronger linkage between political,military and humanitarian responses to crisis situations.
It would also ensure the conduct of security surveys of residential areas andpremises; and the preparation and planning of responses to crisis situations.
Confronted by the harsh reality of civilians suffering and often being deliberately targeted with grave violations of human rights of oftenunimaginable scale and horror,it is now widely recognized that international responses to crisis situations must address not only assistance needs but also concerns of physical security.
The report's analysis also appears to have given insufficient recognition to the evolution in the United Nations system's thinking over the past several years, away from linear and self-contained phases of operation(such as peacemaking, peacekeeping, post-conflict peace-building) towards more holistic andmutually reinforcing responses to crisis situations.
