It is no coincidence that the Universal Declaration of Human Rights states that education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms, and promote understanding, tolerance and friendship among all nations, racial or religious groups.
The General Assembly also appealed to all Governments to contribute to the implementation of the Plan of Action and to step up their efforts to eradicate illiteracy andto direct education towards the full development of the human personality and the strengthening of respect for human rights and fundamental freedoms.
The Universal Declaration of Human Rights, in article 26:“Everyone has a right to education.[…]Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms.[…] Parents have a prior right to choose the kind of education that shall be given to their children.”.

Therefore, while States should strive to eradicate illiteracy, they are also duty-bound to direct education towards the full development of the human personality and the strengthening of respect for and observance of basic human rights and fundamental freedoms.
Recalling the basic principles of the Universal Declaration of Human Rights which, inter alia, provide that it is essential to promote the development of friendly relations between nations andthat education shall be directed to the full development of the personality and to the strengthening of respect for human rights and to promote understanding, tolerance and friendship among all nations for the maintenance of peace.
