The decision-making process for this framework programme has not exactly been a thing of beauty, but there is hope.
I am fairly sceptical about whether ornot ITER will proceed within this framework programme, but we will see.

The proposed funds available for the programme, dedicated to SMEs, will be more than doubled in this framework programme, in comparison with the previous one.
With regard to this framework programme, if we do not aim for excellence, we will lose the competitive edge that we need to have in the future.
Divided into four specific programmes- Cooperation, People,Ideas and Capacities- this framework programme will serve to boost European competitiveness and innovation.
Hence the proposal that this framework programme should operate in the period 2003 to 2006, following which it must be renewed in accordance with the new financial perspective.
We no longer wish to take our leave as the legislative body for policy on research after we adopt this framework programme presumably tomorrow and then after conciliation.

The general objectives of this international scientific cooperation are also set out in this Framework Programme and include support for the development of a Euro-Mediterranean partnership and a contribution to the economic, social and scientific development of developing countries.
I should also like to thank the rapporteur, Mr Caudron, as well as the shadow rapporteurs, Mr Van Velzen and Mrs McNally, for their contributions andthe respect they have shown towards those individual Members who have sought to improve this framework programme with their amendments.
It is therefore appropriate to emphasise that this Framework Programme 7 demonstrates the pressing need to confront the question of research and development at EU level and should therefore be seen as the core of a socio-economic development policy for the EU.
I feel that research into embryonic stem cell research- a highly promising area of research that has yielded very encouraging results in terms of treating diseases such as Parkinson's andAlzheimer's- should be funded by this Framework Programme following rigorous, case-by-case assessment by the ethical committees.
It is therefore vital to ensure that the rules governing participation in this framework programme are practicable, in line with the realities of the research world, and meet the needs of companies seeking to develop their innovations on the basis of this funding.
I therefore think that it is worth pointing out that as the Spanish Presidency is coming up in the next six-month period, and as the determination of the Spanish Government and Spanish society to fight all forms of terrorism is so consistent and persistent,it will certainly be an opportunity to include this harmonisation, this framework programme for the protection of the rights of victims of terrorism in the action plan.
This framework programme seeks to establish a common cultural space, by promoting cultural dialogue and knowledge of the history, creation, and dissemination of culture and the mobility of artists and their works, Europe's cultural heritage, new forms of cultural expression and the socio-economic role of culture.
Mr President, Commissioner, ladies and gentlemen, first I want to congratulate Mrs Mouskouri for the excellent work she has done.To make this framework programme on culture for 2000-2004 effective, she has proposed a sectoral approach which takes account of the different needs of each cultural sector.
This Framework Programme has also meant a return to basics and therefore, with the establishment of the European Research Council, this Framework Programme will provide strong public support for basic research with medium- and long-term social and environmental objectives, led by renowned researchers who will defend their autonomy.
Let me conclude by saying thank you very much for the work you have done, andthank you especially for making this Framework Programme possible, along with the rules of participation for the scientific community, through your capacity to engage in dialogue and through that of the Finnish Presidency, which has been excellent throughout this process.
I should firstly like to thank Mr Caudron once again for having ensured that the Sixth Framework Programme was put to the vote during the May part-session, which has made it possible- as you rightly said- to keep to a timetable that is in the interests of the entire scientific community, as well as European industry,and to adopt this framework programme, the specific programmes and the rules for participation within the allotted time.
We have further reasons to welcome this Framework Programme: the theme of sustainable development has been included for the first time and has been given a substantial budget, more than EUR 2.2 billion; research into energy, within the framework of renewable energy, is on a par with research into nuclear energy; sustainable transport and research into urban and rural ecosystems, with, in particular, an'ecosite' concept, are new themes which were accepted.
I should simply like to emphasise one point,namely the great importance attached in this Framework Programme to the relationship between science and society: we need only think of the steps proposed to promote equal opportunities for women in scientific research up to the most senior levels, the'Youth' action programme, the relationship between citizens and science as well as between the education and training schemes inspired by humanist culture and the demands of scientific progress.
