The Commission shall adopt rules for implementing this Regulation.
In implementing this Regulation related to referrals, Europol's mandate as laid down in Regulation(EU) 2016/794 13 remains unaffected.
A further regulation shall lay down the procedure for implementing this Regulation.
In implementing this Regulation, consistency shall be ensured with other areas of Union external action and with other relevant Union policies.

The Commission shall determine, in accordance with the procedure laid down in Article 18, the measures for implementing this Regulation, including the measures to accommodate economic and technical developments concerning the collection and statistical processing of data and the transmission of the variables.
At the initiative of the Member States, subject to a ceiling of 41% of the Fund allocation, the operational programme may finance preparation, management, monitoring, administrative and technical assistance, audit, information, control andevaluation measures necessary for implementing this Regulation.
To date, merely the fact of implementing the criterion of the first point of entry in the Union has helped to increase tensions in certain Member States' asylum systems and means that implementing this regulation is simply a matter of geographic location, which makes a mockery of the concept of solidarity.
The resources of the European Asylum Support Office established by established by Regulation(EU) No 439/2010 of the European Parliament and of the Council,should be mobilised available to provide adequate support to the relevant services of the Member States responsible for implementing this Regulation.
For the purpose of implementing this Regulation, companies or firms and other legal bodies shall be regarded as legal persons if, under the terms of the law governing them, they have the capacity in their own name to have rights and obligations of all kinds, to make contracts or accomplish other legal acts, and to sue and be sued.
(8a) The certification of sending and hosting organisations, carried out in accordance with Regulation(EU) No 375/2014,should not be duplicated under the Programme and equivalence should be recognised when implementing this Regulation from 2021 onwards.
The Commission should as appropriate assist Member States in implementing this Regulation, particularly with regard to the establishment of the integrated national energy and climate plans and associated capacity building, including by mobilising internal resources from internal modelling capacity and, where appropriate, external expertise.
At the initiative of, or on behalf of the Commission, subject to a ceiling of 0,35% of its annual allocation, the Fund may finance preparation, monitoring, administrative and technical assistance, audit, information, control andevaluation measures necessary for implementing this Regulation as well as activities related to the platform, pursuant to Article 10.
By 1 July 2013, the Commission shall submit to the European Parliament andthe Council a report on the effects of implementing this Regulation, in particular concerning the evolution of the market in foods to which vitamins and minerals have been added, their consumption, nutrient intakes for the population and changes in dietary habits, and the addition of certain other substances, accompanied by any proposals for amendment of this Regulation which the Commission deems necessary.
