The Commission shall examine the progress made in implementing this Regulation.

Article 12 Adoption of further implementing rules In addition to the rules laid down in Regulation(EU) No 236/2014,specific rules establishing uniform conditions for implementing this Regulation shall be adopted in accordance with the examination procedure referred to in Article 16(3) of Regulation(EU) No 236/2014.
In implementing this Regulation, coherence shall be ensured with other areas and instruments of the Union external action, as well as other relevant Union policies.
Each Member State shall ensure that its I i mmigration liaison officers Ö shall Õ establish and maintain direct contacts with the competent authorities in Ö of Õ the host country ð third country ï and any appropriate organisation s operating within the host ð the third ï country, with a view to facilitating and expediting the collection andexchange of information ð implementing this Regulation ï.
When implementing this Regulation Member States and the Commission, in accordance with their respective roles as provided for by this Regulation, shall coordinate as appropriate with EAA.
Programming 1. Union assistance under this Regulation shall be implemented directly, indirectly or in shared management through programmes and measures as referred to in Articles 2 and 3 of Regulation(EU) No 236/2014 andin accordance with specific rules establishing uniform conditions for implementing this Regulation, in particular as regards management structures and procedures, which the Commission shall adopt in accordance with Article 13 of this Regulation. .
When establishing the uniform conditions for implementing this Regulation, the lessons learnt from the management and implementation of past pre-accession assistance should be taken into account.
Article 7 Programming 1. When implementing this Regulation, the Commission and the participating countries shall ensure that particular efforts are made to promote social inclusion, in particular for the participation of disadvantaged young people.
Sufficient time should be provided for the Commission to adopt rules implementing this Regulation, in particular those regarding the appropriate forms to use to apply for an import licence or to prepare an importer statement.
In implementing this Regulation, the Union shall aim to ensure coherence and consistency with other areas of its external action, in particular the Development Cooperation Instrument for developing countries, and with other relevant Union' s policies when formulating policy, strategic planning and programming and implementing measures.
C The Agency and the Member States, when implementing this Regulation, should make the best possible use of existing capabilities in terms of human resources as well as technical equipment, both at Union and national level.
In implementing this Regulation, policy coherence for development and consistency with other areas of Union external action and with other relevant Union policies shall be ensured, in accordance with Article 208 TFEU.
When implementing this Regulation, the Commission, the Members States and other participating countries shall promote social inclusion and equal access conditions, including for the participation of young people with fewer opportunities.
In implementing this Regulation, consistency, synergies and complementarity with other areas of Union external action, with other relevant Union policies and Programmes, as well as policy coherence for development shall be ensured.
In implementing this Regulation, policy coherence for development and consistency with other areas of Union external action and with other relevant Union policies shall be ensured, in accordance with article 208 of the Treaty on the Functioning of the EU.
In implementing this Regulation the Commission will establish multi-annual work programmes that will set out the policy objectives pursued through the envisaged support and the expected results as well as funding priorities in the relevant policy areas.
In implementing this Regulation, consistency, synergies and complementarity with Regulation(EU) No XXX/XXX NDICI, other Programmes of Union external action, other relevant Union policies and Programmes, as well as policy coherence for development shall be ensured.
In implementing this Regulation and in formulating policy, strategic planning and programming and implementing measures, the Union shall aim to ensure coherence and consistency with other areas of its external action, in particular the Development Cooperation Instrument, and with other relevant Union policies.
In implementing this Regulation, coordination, coherence and complementarity shall be ensured with other areas of the Union's external action and with other relevant Union policies, particularly humanitarian aid policy, development cooperation policy and the Union's Civil Protection Mechanism, in order, in particular, to ensure the added value of the actions of the EU Aid Volunteers Initiative.
In implementing this Regulation, coherence and complementarity shall be ensured with other instruments and areas of Union external action and with other relevant Union policies, in particular humanitarian aid policy, development cooperation policy and the Union Civil Protection Mechanism, while avoiding duplication and overlap, and recognising that humanitarian aid is governed by the humanitarian aid principles referred to in Article 5(1) of this Regulation. .
