The organisational structure has been updated,a clear division of responsibilities between the contracting parties, flag states and port states has been introduced, a more coherent decision-making process has been created, the system for contributions to the NAFO budget has been reformed and a mechanism for settling disputes which may arise between contracting parties has been provided.
The changes include streamlining measures, on the one hand, andclear definitions of the responsibilities of flag states and port states, on the other.
This is why it has rejected even the inadequate proposals that lay down the flag states' responsibilities and inspection obligations and the shipowners' civil liability and financial guarantees.
In preparation for the second reading,the Committee on Transport and Tourism decided to incorporate into this directive large parts of the proposal for a directive on compliance with flag State requirements, which was rejected by the Council.
These include the publication of an IUU vessels list; reinforced port state controls;compulsory catch certificates for the flag state and therefore the refusal to import fisheries products obtained from IUU fishing into the EU; reinforced and harmonised sanctions, and a Community alert system.
Furthermore, as you know, in accordance with the commitments I made last April,the Presidency has energetically and enthusiastically revived discussions in the Council on the last two texts on civil liability and flag state obligations.
Furthermore, by reverting to our first-reading positions,we have refused to follow the Council in abandoning two important proposals on flag state control and shipowners' civil liability, for which we received no common positions.
The issue of the two'missing' dossiers,on Civil Liability and Flag States, needs to be resolved by the Council one way or another, so it is important that Parliament keeps the pressure on by including them collectively in the Sterckx report on Vessel Traffic Monitoring, the Vlasto report on Port State Control and this report.

The structure of this package is simple: it is a virtuous circle, in which each link in the transport chain- from the port state to the insurer, via the charterer,the classification society and the flag state- is responsible for its own actions and in some way applies pressure- or at least that is what we are betting on- to clean up transport conditions and to ensure that they are using a responsible transporter that complies with the standards.
For this reason, I should like to thank you again for your full support so that this Third Maritime Package may be effectively implemented and so thatwe may have effective flag State control and clear accountability on the part of shipowners.
With regard to the maritime package to be signed tomorrow,in an area in which I was rapporteur for the Socialist Group in the European Parliament on flag State requirements and also on the responsibilities of passenger carriers, I said that, in the European Union, people should come first.
This amendment aims to simplify and modernise the structures of this organisation, adapting it to the current realities of fishing,introducing new definitions of obligations for the contracting parties, namely flag states and port states, and clarifying the rights and obligations of the NAFO contracting parties.
