EU countries must draw up programmes of measures to be taken.
Similar programmes of measures have to be prepared to restore the quality of marine waters.
They must then develop monitoring programmes and prepare programmes of measures.
The programmes of measures planned for adoption by the end of 2009 will make it possible to check that this is being fully addressed across Europe.
The main tools to implement the Directive are the River Basin Management Plans and the Programmes of Measures.
This applies especially to the amendments concerning programmes of measures in the priority areas specified in the directive.
The Programmes of Measures shall include spatial protection measures contributing to coherent and representative networks of marine protected areas(MPAs)8.
They must set risk reduction targets for those areas andestablish programmes of measures to achieve them.
Such programmes of measures may make reference to measures following from legislation adopted at national level and covering the whole of the territory of a Member State.
This is particularly important fordrafting the river basin management plans and the programmes of measures to be submitted by December 2009.
Member States' Programmes of Measures contain different instruments(legal, administrative, technical, infrastructure, training, etc.), and are potentially funded in different ways.

The proposal for a Directive also provides for Member States to raise public awareness on the importanceof soil protection and for them to ensure that the public can participate in preparing, amending and reassessing programmes of measures on risk areas and National Remediation Strategies.
