EC Decisions amending the Sapard programmes of nine countries(all except PL) were adopted in 2005, of which eight were taken for the nMS and three for BG and RO(Annex D).
Since this meant for those five countries that Sapard would only be operational for two years,it was necessary to start the Sapard programme as soon as possible in order to have effect.
EU financial contribution under the Sapard programmes reported as being irregular in 2009 has increased by 103% in comparison to 2008 and the amount to be recovered has increased by 139%.
During the transition period(from Sapard to post-accession programme), the Commission drew the attention of the new Member States to the importance of maintaining anadequate level of qualified staff for the management of the Sapard Programme.
The total amount of public fundspaid to final beneficiaries finally declared under all Sapard programmes at the end of the year 2009 is €3 564 million, of which the Community contribution amounts to €2 669 million.
(2) The Government of the Republic of Bulgaria and the Commission, acting on behalf of the Euroepan Community, have signed on 18 December 2000 the Multiannual Financing Agreement laying down the technical,legal and administrative framework for the execution of the Sapard Programme.
The total amount of publicfunds paid to final beneficiaries declared under the Sapard programme at the end of the year 2007 is €3 113 million(€2 722 million at the end of 2006), of which the Community contribution amounts to €2 333 million(€2 038 million at the end of 2006).
However, due to the need to determine sectoral objectives which corresponded to the strategic priorities,it then took approximately 12 months for the ISPA and Sapard programmes and 18 months for the Phare programme before the financing agreements could be finalised.
As a large share of the investment undertaken under the Sapard Programme are revenue generating investments, which are supported by up to 50% from public funds, the overall direct impact of Community support under the Sapard instrument, including private financing, therefore amounts to a total of around €6 378 million in investments and services.
However, in practice, the implementation of the Sapard and IPARD programmes has not fully replicated the postaccession environment for managing EU funding.(a) The Sapard programme has been entirely managed at the central level of the Paying Agency and, at the time of the audit, IPARD was also being managed centrally.

Civil society organisations have been represented in various structures, such as: working groups for different negotiation chapters, ad hoc groups, a European Communication Council,monitoring committees of the Phare programme and Sapard programme, as well as in structures for the working of the national development plan, of the sectoral strategies and in the consultative councils with the councils for regional development of the six regions for planning.

The events over the recent weeks, in which the EuropeanCommission has discontinued the resources under the PHARE and SAPARD Programmes for Bulgaria, are a further testimony to the fact that most of the irregularities in the spending of these resources are associated also with corrupt practices.
The Commission only finally established in2009 that a key reason for the low absorption of the Sapard programme was a national scheme which offered more favourable conditions, together with fewer procedures and controls, for the same measures as funded by Sapard. .
