In line with the above, it is proposed to modify Article 1,paragraph 2 of the Pericles Decision to define as new end-date 31 December 2011; and article 6 to set the reference amount at EUR 6 million.
It only aims at introducing a transitional period after the end-date defined in Article 6(1) and(2) of the Regulation to avoid legal uncertainty for supervisory authorities, payment service providers, undertakings and consumers.
Two other alternatives were assessed and rejected, in particular individual end-dates by Member State, anda common unique end-date for euro and non-euro area Member States.
It is recommended to pursue the sub-option with a common end-date for the euro area and a later common end-date for the non-euro area, since euro payment volume shares in non‑euro area represent only an estimated 2% of all euro payments.
Finally, I believe that the Commission, as stated in the proposal, should be called on to set a clear,appropriate and binding end-date, which date should not be later than 31 December 2012, for migrating to SEPA products, after which date all payments in euro would have to be made using the SEPA standards.
