Apart from the export notification requirement, the entries in part 2 are subject to the additional requirement of the exporter's DNA receiving a statement from the authorities of the importing country to show that they agree to the import.
(2) Annex I to Regulation(EC) No 304/2003 consists of three parts containing,respectively, the list of chemicals subject to the export notification procedure, the list of chemicals qualifying for PIC notification and the list of chemicals subject to the PIC procedure under the Rotterdam Convention.
Each export notification shall be registered in a database at the Commission and an updated list of the chemicals concerned and the importing Parties and other countries for each calendar year shall be kept available to the public, and distributed to the Designated National Authorities of the Member States as appropriate.
As far as the participation of the Community in the Convention is concerned,for the administrative functions of the Convention with reference to the PIC procedure and the export notification, the Commission shall act as a common designated authority on behalf of all the designated national authorities in close cooperation and consultation with the designated national authorities of the Member States.
The entries in part 3 are subject to the export notification requirement, and additionally to the explicit consent, except where an import response is published in the PIC circular of the Rotterdam Convention, and certain criteria are met.
