The Commission may wish to consider the above,as well as further possible measures to promote the implementation of alternative development programmes and to secure their sustainability in affected regions of the world, as well as measures to ensure effective and sustained elimination of illicit crops through complementary law enforcement measures, in the context of a balanced drug control strategy that includes all aspects of drug demand reduction and within the framework of the international drug control conventions.
While a lower proportion of countries reported financial constraints, lack of supporting structures,technical expertise and coordination problems as obstacles to the implementation of alternative development programmes, many were still experiencing problems in these areas.
Calls upon Member States, and invites organizations with experience andrelevant expertise in the eradication of illicit crops and in the design and implementation of alternative development programmes, to share that experience and expertise, upon request, with States seeking to develop and implement eradication and alternative development programmes with a view to reducing the cultivation of cannabis plants, especially in Africa, and requests UNODC to facilitate efforts in that regard.
Emerging threats andnew challenges competing for global attention have led to a significant reduction in the means available to support the implementation of alternative development programmes, including preventive alternative development programmes, where appropriate.
