Regular indigenous representation has been made to the Subcommission's open-ended working group to elaborate a draft declaration on the rights of indigenous people.
Over the two past decades, the United Nations had established the Working Group on Indigenous Populations,the Working Group to elaborate a draft declaration on the rights of indigenous people and the Permanent Forum on Indigenous Issues, which were all collecting information on the situation of indigenous people worldwide and making recommendations on how to protect them and promote their legitimate rights in the areas of the economy, culture, human rights and health.
We were supportive of the efforts made in the framework of the Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous peoples.

At its 613th meeting, held on 2 October 1996, the Committee on Non-Governmental Organizations, in accordance with Economic and Social Council resolution 1995/32 of 25 July 1995,continued its consideration of applications from organizations of indigenous people that were interested in participating in the open-ended inter-sessional Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous peoples.
At the 53rd and 55th meetings, on 10 October and 14 November,the Council considered the draft decision entitled"Applications for participation in the open-ended inter-sessional Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous people from organizations of indigenous people not in consultative status with the Economic and Social Council", recommended by the Committee on Non-Governmental Organizations E/1996/102/Add.1 and Corr.1.
This would take into consideration the number of admissible applications received in 2002, which reflected the following trends:a smaller number of applications were received for the working group to elaborate a draft declaration on the rights of indigenous people(27); more than 235 applications were received for the Working Group on Indigenous Populations; and, in a new development, a huge number of applications(more than 400) were received for the first session of the Permanent Forum on Indigenous Issues, which indicated a high level of interest in attending.

In accordance with Economic and Social Council resolution 1995/32, the Committee will continue its consideration of applications from organizations of indigenous people not in consultative status with the Council that are interested in participating in the open-ended inter-sessional Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous people.
Twenty-three(23) travel grants to allow representatives of indigenous communities and organizations(for a list of beneficiaries see E/CN.4/Sub.2/AC.4/2001/4, annex V)to attend the working group to elaborate a draft declaration on the rights of indigenous people, for a total amount of approximately US$ 110,200.
In accordance with Economic andSocial Council resolution 1995/32, the Committee will continue its consideration of applications from organizations of indigenous people not in consultative status with the Council that are interested in participating in the open-ended inter-sessional Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous people.
At its 643rd meeting, on 16 January 1998, the Committee, in accordance with Council resolution 1995/32, continued its consideration of applications from organizations of indigenous people not in consultative status with the Economic andSocial Council that were interested in participating in the Working Group of the Commission on Human Rights to elaborate a draft declaration on the rights of indigenous people.
By draft decision III, the Council would approve the participation of four organizations of indigenous people not in consultative status with the Economic andSocial Council in the work of the open-ended inter-sessional working group of the Commission on Human Rights established by the Council in its resolution 1995/32 to elaborate a draft declaration on the rights of indigenous people.
At its 656th meeting, on 21 May, the Committee, in accordance with Council resolution 1995/32, continued its consideration of applications from organizations of indigenous people not in consultative status with the Economic andSocial Council that are interested in participating in the work of the open-ended inter-sessional working group of the Commission on Human Rights established by the Council to elaborate a draft declaration on the rights of indigenous people.
At its 687th meeting, on 18 December, the Committee, in accordance with Council resolution 1995/32, considered the applications from organizations of indigenous peoples not in consultative status with the Economic andSocial Council that are interested in participating in the work of the open-ended inter-sessional working group of the Commission on Human Rights established by the Council to elaborate a draft declaration on the rights of indigenous peoples.
By draft decision III, the Council would decide to authorize the participation of three indigenous organizations in the work of the open-ended working group of the Commission on Human Rights to elaborate a draft declaration on the right of indigenous people.
