Article 6(4), second subparagraph:The Agency shall submit a draft non-binding framework Guideline to the Commission, setting out clear and objective principles for the development of network codes.
If ACER fails to submit or re-submit a framework guideline within the period set by the Commission under paragraph 4 or 7, the Commission shall develop the framework guideline in question.
