(10) In its 2015 Stability Programme,Italy has requested a temporary deviation of 0.4 percentage points of GDP from the required adjustment path towards the medium-term objective in 2016 to take account of major structural reforms with a positive impact on the long-term sustainability of public finances.
(b)& quot;exceptional circumstances& quot; refers to the case of an unusual event outside the control of the Contracting Party concerned which has a major impact on the financial position of the general government or to periods of severe economic downturn as set out in the revised Stability and Growth Pact,provided that the temporary deviation of the Contracting Party concerned does not endanger fiscal sustainability in the medium-term.
In addition, in 2017, Finland was granted a temporary deviation of 0,5% of GDP from the required adjustment path towards the medium-term budgetary objective to take account of major structural reforms, in particular, the 2017 pension reform and the Competitiveness Pact, with a positive impact on the long-term sustainability of public finances.
In this respect, the temporary deviation from the adjustment path that the programme invokes on the grounds of“major structural reforms” to enhance the competitiveness of the Slovene economy is doubtful because the programme provides little evidence that the reforms have a significant positive impact on potential growth and the long-term sustainability of public finances.
