Temporary deviation from the adjustment path allowed if.
As stated in reply to observation 49, the temporary deviation is not based upon the direct budgetary costs of the reforms.
The temporary deviation must not exceed 0.5% of GDP and the MTO must be reached within the four year horizon of the Stability or Convergence Programme.

In 2016 and 2017, Lithuania was also granted a temporary deviation linked to the implementation of the systemic pension reform and of the structural reforms.
