It is also a great pleasure for me to congratulate Mr. Sergei Ordzhonikidze on his appointment as the SecretaryGeneral of our Conference and Personal Representative of the SecretaryGeneral.
Mr. ORDZHONIKIDZE(SecretaryGeneral of the Conference on Disarmament and Personal Representative of the SecretaryGeneral of the United Nations): We have all heard the statements that have been made today.
At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry,United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the SecretaryGeneral.
I would also like to extend greetings to the SecretaryGeneral of the Conference on Disarmament and Personal Representative of the SecretaryGeneral of the United Nations, Mr. Sergei Ordzhonikidze.
As Secretary-General of the Conference and Personal Representative of the SecretaryGeneral of the United Nations to this Conference, he made a significant contribution to major successes scored by this unique multilateral negotiating forum.
At the same meeting, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry,United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the SecretaryGeneral to the Palestine Liberation Organization and the Palestinian Authority.
I should now like to invite the SecretaryGeneral of the Conference and Personal Representative of the SecretaryGeneral of the United Nations, Mr. Vladimir Petrovsky, to read to us a message addressed to the Conference by Mr. Kofi Annan.
At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Michael Williams,United Nations Special Coordinator for the Peace Process in the Middle East and Personal Representative of the SecretaryGeneral.
I would also like to take this opportunity to greet the SecretaryGeneral of the CD and Personal Representative of the SecretaryGeneral of the United Nations, Mr. Sergei Ordzhonikidze, as well as his deputy, Mr. Enrique Román-Morey.
At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry,United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the SecretaryGeneral to the Palestine Liberation Organization and the Palestinian Authority.
In December, OHCHR participated in a Technical Assessment Mission,headed by the Office of the Personal Representative of the SecretaryGeneral(OPRSG) to make recommendations to the Security Council as to the nature of the United Nations presence.
I should also most sincerely like to thank the personal representative of the SecretaryGeneral of the United Nations,the SecretaryGeneral of the Conference, Mr. Vladimir Petrovsky, and his Deputy, Mr. Abdelkader Bensmail, and all the secretariat staff for their constant and invaluable assistance and skilful support.

Mr. PETROVSKY(SecretaryGeneral of the Conference and Personal Representative of the SecretaryGeneral of the United Nations): The SecretaryGeneral of the United Nations has asked me to convey the following message to the Conference on Disarmament.
I am also grateful to be able to count upon the able andprofessional support of Mr. Vladimir Petrovsky, SecretaryGeneral of the CD and Personal Representative of the SecretaryGeneral of the United Nations, and Mr. Abdelkader Bensmail, Deputy SecretaryGeneral of the CD, as well as of all other staff of the secretariat.
Mr. PETROVSKY(Secretary-General of the Conference on Disarmament and Personal Representative of the SecretaryGeneral of the United Nations): It is a great pleasure for me to read the following statement to the Conference on Disarmament from the annual International Women's Day seminar, which took place in Geneva on 7 and 8 March.
Finally, Mr. President, I would like also to take this opportunity to express my gratitude andappreciation to Mr. Vladimir Petrovsky, SecretaryGeneral of the Conference and Personal Representative of the SecretaryGeneral of the United Nations, and to his able deputy, Mr. Abdelkader Bensmail, as well as to the members of the secretariat for their valuable cooperation with me and my delegation during my tenure.
Mr. ORDZHONIKIDZE(SecretaryGeneral of the Conference on Disarmament and Personal Representative of the SecretaryGeneral of the United Nations): I would like to inform you that the SecretaryGeneral has approved the selection of Mr. Timothy Caughley as the Director of the Conference on Disarmament Secretariat and Conference Support Branch, and that means he is Deputy SecretaryGeneral of the Conference on Disarmament.
At the same meeting, the Council further decided to extend invitations, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry,United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the SecretaryGeneral to the Palestine Liberation Organization and the Palestinian Authority, and Mr. Abdou Salam Diallo, Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.
Noting with appreciation the efforts of the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the SecretaryGeneral to the Palestinian Liberation Organization and the Palestinian Authority, the United Nations Relief and Works Agency for Palestine Refugees in the Near East, the International Committee of the Red Cross and other organizations to alleviate the suffering of the Palestinian people.
I would also like to note the untiring efforts of the SecretaryGeneral of the Conference and the personal representative of the SecretaryGeneral of the United Nations, Mr. Petrovsky and his deputy, Mr. Adelkader Bensmail, in keeping the work of the Conference on track.
Let me take this opportunity to express my gratitude andappreciation to Mr. Vladimir Petrovsky, SecretaryGeneral of the Conference and Personal Representative of the SecretaryGeneral of the United Nations, to his able deputy, Mr. Abdelkader Bensmail, to all the members of the secretariat and the interpreters, as well as to all our colleagues for their valuable help, cooperation and friendship.
He met with the Personal Representative for Human Rights of the SecretaryGeneral of the Council of the European Union, members of the European Parliament,(including the Human Rights Sub-Committee of the European Parliament) and the European Commission(including the Democratization and Human Rights Unit and the Justice and Home Affairs Unit) who expressed interest in the implementation of the recommendations.
Urges the two parties to continue their cooperation with the SecretaryGeneral and his Personal Envoy, as well as with his Special Representative, and to refrain from undertaking any initiative that would undermine the implementation of the settlement plan and the agreements reached for its implementation and the continued efforts of the SecretaryGeneral and his Personal Envoy;
Mr. ORDZHONIKIDZE(Secretary-General of the Conference on Disarmament and Personal Representative of the Secretary-General of the United Nations): The SecretaryGeneral's message reads as follows.
On behalf of the Group of 21, which it is my honour to coordinate this month, I wish to express our gratitude and our best wishes to Mr. Vladimir Petrovsky, who is ending his functions as SecretaryGeneral of the Conference on Disarmament and as Personal Representative of the Secretary-General of the United Nations in Geneva.
Calls upon the two parties to cooperate fully with the SecretaryGeneral, his Personal Envoy and his Special Representative in implementing the various phases of the settlement plan and in overcoming the difficulties that remain despite the progress so far achieved;
