First, in heading 1a, commitment appropriations are adjusted as follows.
As regards the Emergency Aid Reserve,the Council accepted the Commission's proposal regarding commitment appropriations.
In the case of commitment appropriations, there is an increase of just under 3% compared to 2008.
However, first we must draw a distinction between commitment appropriations and payment appropriations. .
Commitment appropriations have been increased, in particular for research and training under the Lisbon Strategy and for the Trans-European Networks.
Nevertheless, I should like to emphasise that,in this context, the increase in commitment appropriations is quite considerable for priority programmes.
The increase in commitment appropriations therefore amounts to 2.8% compared to 2008 and, as a result, the EU's overall commitment capabilities are maintained.
The EU draft budget for 2012, as proposed by the Commission, amounts to EUR 147 435 million in commitment appropriations and EUR 132 738 million in payment appropriations. .
The Council has limited the increase in commitment appropriations on the basis of the analysis of the potential of programmes to be implemented, as I have already said.
I should like to remind the House that in the financial perspective 2007-2013 the ceiling for commitment appropriations for 2008 was set at 1.08% of gross national income.
Compared to the preliminary draft budget, commitment appropriations have been cut by EUR 717 million, with the margin for the multiannual financial framework at EUR 3.9 billion.
With regard to the heading'Conservation and management of natural resources',the Council has adopted a limited reduction of EUR 382 million in commitment appropriations and of EUR 497 million in payment appropriations. .
We are proposing a budget of EUR 134 billion in commitment appropriations, which amounts to EUR 469 million less than in the preliminary draft budget.
Commitment appropriations stood at EUR 134.4 billion, which is 2.6 billion below the financial perspective, and payment appropriations were even more meagre at EUR 116.7 billion.
As regards sub-heading 1b-Cohesion for growth and employment- the Council intends to accept the commitment appropriations proposed by the Commission in its preliminary draft budget.
With regard to heading 3,'Citizenship, freedom, security and justice',the Council has made a slight increase in the margins available under the ceilings to reach a total of EUR 76 million by making targeted reductions of EUR 20 million in commitment appropriations.
This would mean that Amendment 889 on budget line 15 06 66 should be modified to give total commitment appropriations of EUR 32 255 000 and the retabled Amendment 547 is therefore covered.
Commitment appropriations for this Heading, which covers agriculture, rural development, fisheries and a financial instrument for the environment and climate action will not exceed EUR 373 179 million of which EUR 277 851 million will be allocated to market related expenditure and direct payments.
All of this applies to the 2009 budget,which consists of EUR 133.8 billion in commitment appropriations and EUR 116.1 billion in payment appropriations, and is therefore not exactly on a lavish scale.
We have come to an agreement on the money and, as a Parliament, we have met the demands of the United Kingdom with regard to the money: a 2.91% increase in spending,not the commitment appropriations, but the expenditure.
We pointed out back in July that we could not approve a 15% gap between commitment appropriations and payment appropriations, which the Commission proposed in the draft budget and the Council increased still further.
Firstly, although at nearly EUR 129 billion, the expenditure in this budget is the highest in the history of the Union, the ratio of this expenditure to the gross national income of the 27 Member States is the lowest ever, and, following adjustments by theEuropean Parliament's Committee on Budgets, is barely 0.99% of the gross national income in commitment appropriations, which I would like to emphasise.
It should be noted that the EU 27 annual inflation rate for 2011 is estimated at 2.7%,meaning that the proposed nominal 2012 increases of 3.7% in commitment appropriations and 4.9% in payment appropriations are, compared to the 2011 budget, in real terms 1% and 2.2%, respectively.
The Joint Undertaking final 2009 budget included commitment appropriations of EUR 46 000 000 and payment appropriations of EUR 8 000 000, and the utilisation rates for commitment and payment appropriations were 81% and 20% respectively.
As happened in the previous financial framework for 2000-2006, the budget ceiling provided for in the current Financial Perspective is not being adhered to,since the Community budget in 2007 was EUR 1.6 billion less in commitment appropriations and more than EUR 8 billion less in payment appropriations, without taking account of actual implementation.
Secondly, within the Financial Perspective period 2007-2013, the commitment appropriations ceiling for 2008 is set at 1.08% of the Member States' gross national income, so we are looking here at a significant discrepancy between what we wanted to fund just two years ago and what the European Union wants to fund now.
I believe that we have taken the first correct step through our proposal to provide EUR 2.6 billion in a first step,to raise the ceiling for the year 2009 for commitment appropriations under subheading 1a by an amount of EUR 2 billion, to lower the ceiling of heading 2 by the same amount, and to provide EUR 600 million for rural development.
The Council has cut commitment appropriations by 0.55% and payment appropriations by 2.77%, approving a final budget of EUR 141.8 billion for commitment appropriations and EUR 126.5 billion for payment appropriations, which may be especially critical if it impacts on European growth and competitiveness.
The Council has taken note of the European Parliament's intention to keep within the ceilings of the various headings of the multiannual financial framework, butit cannot accept that the approach taken in relation to commitment appropriations should be at the expense of important programmes, particularly under heading 1a, concerning competitiveness for growth and employment, and also at the expense of matters under heading 4, concerning the European Union's role as a global player.
The Committee on Budgets had already drawn up a draft which, in terms of commitment appropriations, was completely in line with the financial restrictions, and left payment appropriations open for negotiation, because as the European Commission said, there were, and continue to be, fears regarding changes in payment appropriations in the Structural Funds for next year.
