Article 5 Coherence and complementarity.
I am thinking first and foremost of what we can do in our own policy,about the three Cs of coordination, coherence and complementarity.
Hence, the EU is committed to ensure coherence and complementarity in its response to crises, making the most effective use of the various instruments mobilised.
Such coordination shall aim at systematic exchange and analysis of information on operations planned and implemented in order to ensure coherence and complementarity.
I also fully concur with the need to ensure coherence and complementarity between the various instruments which currently exist for supporting research, development and innovation.
Thanks to them, Europe will have this instrument from 1 January, and I hope that it will be,as we have said, a leap forward in terms of improving the coherence and complementarity of the existing programmes.
In order to achieve the objectives of coherence and complementarity referred to in the Treaty and with the aim of guaranteeing optimal efficiency of the totality of these actions, the Commission will take all necessary coordination measures, notably.
The Commission shall, on the basis of a regular exchange of information, including the exchange of information on the spot, facilitate effective coordination of the assistance efforts undertaken by the Community and individual Member States, in order to increase the coherence and complementarity of their programmes.
In our view this is very important,because the strategy calls for coherence and complementarity between decisions of the European Union in the framework of GASPand measures taken by the Commission in the field of developmental aid, so that there is a coherent underlying approach to all projects and interventions by the European Union in the field of small arms and light weapons.
The Commission shall, together with the Member States and on the basis of a reciprocal and regular exchange of information, including exchange of information on the spot, seek the effective coordination of the assistance efforts undertaken by the Community and individual Member States, in order to increase the coherence and complementarity of their cooperation programmes.
It is necessary, in order to reinforce the added value of Community action, that the Commission,in cooperation with the Member States, should ensure, at all levels, the coherence and complementarity of actions implemented in the framework of this Decisionand all other relevant Community instruments, policies and actions, in particular those under the Structural Funds.
The Commission shall, in agreement with the Member States and on the basis of a reciprocal and regular exchange of information, including exchange of information on the spot, especially with regard to the indicative programmes and projects, ensure the effective coordination of the assistance efforts undertaken by the Community and individual Member States, in order to increase the coherence and complementarity of their cooperation programmes.
In order to reinforce the added value of Community action it is necessary to ensure coherence and complementarity between the actions implemented in the framework of this Decisionand other relevant Community policies, instruments and actions, in particular the Information Society Technologies thematic priority of the sixth framework programme for research established by Decision No 1513/2002/EC8.
Parliament felt that, with a view to preparing the 1996 Intergovernmental Conference, a regional planning policy should be defined on a Europe-wide scale,based in par ticular on a policy approach ensuring coherence and complementarity between the various Com munity policies, strengthening the trans-Euro pean network policy, including a legal frame work to facilitate transfrontier and interregional cooperation, and contributing to the gradual enlargement of the European Union.
In order to reinforce the added value of Community action it is necessary to ensure coherence and complementarity between the actions implemented in the framework of this Decisionand other relevant Community policies, instruments and actions, in particular the sixth framework programme for research established by Decision No 1513/2002/EC(6) and external cooperation programmes in the higher education sector.
In order to reinforce the added value of Community action, the Commission, in cooperation with the Member States, should ensure,at all levels, the coherence and complementarity of actions implemented in the framework of this Decisionand other relevant Community policies, instruments and actions, in particular those concerning a coordinated employment strategy, social policy, the European Social Fund, education, vocational training and youth.
Whereas the Commission, in cooperation with the Member States, is seeking to secure coherence and complementarity between the actions under this programmeand other relevant Community policies, instruments and actions, in particular the European Social Fund, by facilitating the transfer and dissemination, on a wider scale, innovatory approaches and methods developed under this programme; whereas the Commission, in partnership with social partners, is endeavouring to develop cooperation between this programme and the activities of the Community social dialogue;
It is necessary, in order to reinforce the added value of Community action, that the Commission,in cooperation with the Member States, should ensure, at all levels, the coherence and complementarity of actions implemented in the framework of this Decisionand other relevant Community policies, instruments and actions, in particular those in the fields of education and training and equal opportunities between men and women under the European Social Fund and those to promote social inclusion.
This is the reason we speak about the policy of the three Cs: complementarity, coherence and coordination.
Complementarity, coherence and coordination are the notorious three C' s at the centre of the debate on European development cooperation.
I would like to highlight three points in particular: complementarity, coherence and coordination must be brought together in one uniform strategy because they are interdependent.
This programme also aims at economic and social cohesion and seeks to increase transparency, coherence and the complementarity of all the actions and other related measures in the field of energy, thereby generating effective links between these measures and actions carried out under other Community and Member States' policies.

The Council considers that streamlining should be guided by the objective to increase transparency and efficiency, avoid overlap and repetitions in the formulation of guidelines,ensure consistency, complementarity and coherence, and increase the focus on implementation of policy recommendations,and also to ensure an effective Council preparation of Spring European Council meetings.
The new programming and management mechanisms will increase the coherence, complementarity and efficiency of cooperation programmes.
Amendment No 6 is not considered workablewith the timing envisaged; in broad terms its objective is covered by the general obligation on the Commission to ensure complementarity and coherence.
