I am personallyvery much in favour of giving such priority to cross-border sections.

This means in particular projects building or upgrading cross-border sections, removing bottlenecks on the main European traffic routes, and prioritising the realisation of links currently missing in the network.
For the transport domain, it is envisaged by this regulation, to change the co-financing rate to a maximum of 30% for certain sections of the priority projects,and that in exceptional cases for cross-border sections, to change the rate to a maximum of 50.
In particular for the cross-border sections, the Community contribution is decisive in view of the difficulty for the Member States concerned of bearing the financial costs on their own during a period of budgetary restrictions.

It should focus on the completion of missing links- mainly cross-border sections and bottlenecks/bypasses- on the upgrading of existing infrastructure and on the development of multimodal terminals at sea and river ports and on city logistic consolidation centres.
The actions envisagedinclude the creation of European transport corridors(particularly cross-border sections) for the prevention of natural hazards, water management at river basin level, integrated maritime cooperation and R& D/innovation networks.
The delays recorded for the realisation of effective trans-European connections,in particular the cross-border sections, are likely to disable seriously the competitiveness of the Union, its States and peripheral regions which will not be able, or will no longer be able, to profit fully from the beneficial effects of the single market.
