The application for EDIS by Bulgaria for its four Implementing Agencies was delayed2.
All the ISPA implementing agencies in Romania were EDIS accredited in June 2006 following a Commission audit.
An EDIS request for accreditation of all ISPA implementing agencies was received by the Commission early 2006.
Member and Beneficiary States, management includes Authorising Officers, Accounting Officers and the leading staff of paying authorities,certifying bodies and implementing agencies.
In line with their Acts of Accession, all implementing agencies in the 12 new Member States that joined the Union in 2004 and 2007 must operate under the Extended Decentralised Imple- mentation System EDIS.

In the case of Romania, the system's audits disclosed material shortcomings, the extent and nature of which prompted the Commission to interrupt payments in December 2003 and February 2004 for CFR(Railways Agency) andin December 2004 for all implementing agencies.
