In the absence of the entry into force of the Constitutional Treaty,it is still necessary to draw up a first political assessment of progress made in implementing The Hague Programme and to propose the necessary adjustments.

In particular, the relevant measures set out in the EU Plan of Action on combating terrorism, in the Hague Programme, in the Council andCommission Action Plan implementing The Hague Programme and arising from the Council's Declaration of 13 July 2005[1] must be implemented. .
