One example is the report of the World Commission on the Ethics of Scientific Knowledge and Technology(COMEST) of UNESCO, which was brought to the attention of the Subcommittee in 2002.
It has worked with UNESCO/COMEST on developing principles for a scientific code of conduct. For more information see the section on UNESCO.
Some delegations reiterated the importance of close cooperation between the Legal Subcommittee and the United Nations Educational, Scientific and Cultural Organization(UNESCO),in particular its Commission on the Ethics of Scientific Knowledge and Technology COMEST.
As a result COMEST is reflecting on how UNESCO can contribute to the international debate on scientific and technological ethics and responsibility.
IFMSA representatives took active part during the 4th Session of the World Commission on the Ethics of Scientific Knowledge and Technology(COMEST) held 23-25 March, 2005 in Bangkok, Thailand where the Bangkok Declaration on Ethics in Science and Technology was signed.
The Executive Board"took note" of the COMEST recommendations, but took no decision on specific action beyond"encouraging" COMEST to continue its consultations with stakeholders.
The Legal Subcommittee noted that the Committee on the Peaceful Uses of Outer Space,at its forty-fourth session, in 2001, had agreed to invite interested member States to designate experts to identify which aspects of the report of the World Commission on the Ethics of Scientific Knowledge and Technology(COMEST) of UNESCO might need to be studied by the Committee and to draft a report in consultation with other international organizations and in close liaison with COMEST.
COMEST advises the Director-General of UNESCO on current ethical issues in various branches of scientific and technological activities(environmental ethics, ethical aspects of climate change, the ethics of nanotechnology, etc.).
Presentation of the report on the ethics of robotics of the UNESCO World Commission on the Ethics of Scientific Knowledge and Technology(COMEST), followed by a debate on how UNESCO can assist Member States in addressing ethical questions relating to technological innovation, notably robotics and artificial intelligence.
The Committee also noted that COMEST, together with ESA and the European Centre for Space Law, was planning to hold a conference on the legal and ethical framework for astronaut activities in the era of the International Space Station in Paris in October 2004.
Given their common fields of action in the ethics of outer space, COMEST has established cooperative relations with the Office for Outer Space Affairs and the United Nations Committee on the Peaceful Uses of Outer Space.
To that end, the Committee invited COMEST to join forces with a group of experts appointed by States members of the Committee in order to prepare a joint report presenting an analysis of the ethical principles that should be applied to human activities in outer space, within the framework of the United Nations treaties on outer space.
UNESCO and its World Commission on the Ethics of Scientific Knowledge and Technology(COMEST) are cooperating with the group of experts on the ethics of space activities established pursuant to General Assembly resolution 56/51 of 10 December 2001 to prepare a report on the ethical principles for present and future space activities, with particular emphasis on activities pursued for the benefit of all nations.
