The committee's report, entitled“General Comment”, is an interpretation of the 1966 International Covenant on Civil and Political Rights(ICCPR) which has 167 States parties.
The General comment No. 34 by the UN Human Rights Committee specifies that Artciles 19 and 20 complement each other and those restrictions based on Article 20 are also required to comply in strict conformity with permissibility requirements under article 19(3)paras.
As regards the participation of refugees in elections in their country of origin,the Human Rights Committee in its General Comment 25(1996) on Article 25 of the International Covenant on Civil and Political Rights, while noting that Article 25 prohibited arbitrary discrimination between citizens, considered that a registration requirement, itself dependent on residence, would be justifiable.
The authoritative General Comment 14(2000) also applies the principles of accessibility, availability, appropriateness and assured quality to goods and services, which include essential medicines"as defined by the WHO Action Programme on Essential Drugs".
The committee's thinking, as set out in its General Comment No. 34, has authoritative legal credibility that will carry strong weight before courts and tribunals, and will substantially influence the development of legal norms globally.
However, as noted by the committee in its General Comment No. 2, despite externally caused problems, the obligations found in the Covenant continue to apply and are perhaps even more pertinent during times of economic contraction.
As noted by the United Nations Human Rights Committee in General Comment No. 25,"Reasonable limitations on campaign expenditure may be justified where this is necessary to ensure that the free choice of voters is not undermined or the democratic process distorted by the disproportionate expenditure on behalf of any candidate or party.".
As stated by the Committee on the Rights of the Child in its general comment No. 1,"the education to which each child has a right is one designed to provide the child with life skills, to strengthen the child's capacity to enjoy the full range of human rights and to promote a culture which is infused by appropriate human rights values" para.
