The setting of common basic standards on aviation security measures;
Civil aviation security is something that concerns all Member States andtherefore requires common basic standards across the EU.
Regulation(EC) 272/20095, supplementing the common basic standards on civil aviation security set out in the framework Regulation; and.
As a result, standards for certain types of screening equipment and screening procedures were refined andadditional new screening methods based on common basic standards were adopted.

The protection of air passengers and cargoes from acts of unlawful interference committed against air transport has been enhanced by Regulation(EC) No 2320/20026 establishing common rules in the field of aviation security and a series of implementation Regulations which havelaid down more specific measures for the implementation of common basic standards.
In order to safeguard civil aviation against acts of unlawful interference, the Contracting Parties shall ensure that the common basic standards and the compliance monitoring mechanisms on aviation security as contained in Annex I are applied to any airport located in their territories, in accordance with the relevant provisions referred to in that Annex.

Prohibited articles The European Union defines articles in the Commission Regulation(EC) No 185/2010 of 04March 2010, laying down measures for the implementation of the common basic standards on aviation security, which may not be transported in hand baggage or checked baggage.
It is importantto establish transparency in relation to the economic impact of national security measures more stringent than the common basic standards established in accordance with Regulation(EC) No 300/2008 of the European Parliament and of the Council of 11 March 2008 on common rules in the field of civil aviation security and repealing Regulation(EC) No 2320/20027.
Without prejudice to rules of the Member States in the field of national security and of measures to be taken on the basis of Title VI of the Treaty on European Union, such objective should be achieved by the adoption of appropriate provisions in thefield of air transport policy establishing common basic standards, based on the current recommendations of the European Civil Aviation Conference(ECAC) Document 30.
Within the sphere of their responsibility, Member States,airport operators and air carriers shall ensure that common basic standards for safeguarding civil aviation against acts of unlawful interference, as adopted by the Union in accordance with Regulation(EC) No 300/2008 of the European Parliament and of the Council of 11 March 2008 on common rules in the field of civil aviation security and repealing Regulation(EC) No 2320/200250, apply to the air transport infrastructure of the comprehensive network.
In the view of the Council, the regulatory procedure with scrutiny laid down in Article 5a of Decision 1999/468/EC should apply to both Article 4(3)setting the criteria to allow Member States to derogate from the common basic standards for small airports/ small aircraft and Article 9(2) establishing the specifications for the national quality control programme of Member States.
