Member States shall take all the measures required to implement this Decision.
It is now important to implement this decision swiftly and consistently in the months ahead.
Malawi will need assistance from the Global Fund in order to implement this decision.

In order to implement this Decision, the Commission shall adopt annual work programmes in accordance with the procedure referred to in Article 31(2), except for actions falling under the emergency response of Chapter IV, which may not be foreseen in advance.
(10) Whereas it is important to ensure the quality of such periods of transnational mobility; whereas Member States have a particular responsibility in this area; whereas the Commission, in close cooperation with the Member States, should establish a procedure for exchanging information and coordinating the activities andarrangements developed by Member States to implement this Decision;
(28) The measures needed to implement this Decision should be adopted in accordance with Council Decision 1999/468/EC of 28 June 1999 laying down the procedures for the exercise of implementing powers conferred on the Commission(17).
The Executive Board of the ECB shall take any measures to implement this Decision which are necessary for the efficiency and the security of the CMS, including any measures relating to the manual of procedures or the minimum security standards respectively mentioned in Articles 4 and 6.
However, in order to enable the French authorities to adopt a national law in order to implement this Decision, it is proposed that the provisions of the Decision concerning the products entitled to a tax differential and the adoption of the measures necessary for the implementation of the Decision should take effect on 1 August 2004, and to avoid any sort of legal vacuum, the application of Decision 89/688/EEC should be extended until 31 July 2004.
